Updated Food and Nutrition Service (FNS) Food Safety Emergency Response Webpage

The updated FNS Food Safety Emergency Response webpage provides resources and information on food safety during emergencies and disasters, all of which can be bookmarked, downloaded, and printed.

  • The Assembling Food Safety Emergency Supply Kits Poster was published in August 2022. This resource for schools is available in English and Spanish.
  • The Food Safety Emergency Response Pocket Guide was published in April 2022. This resource for schools is available in print or to download in English and Spanish.

Child and Adult Care Food Program (CACFP)

Application Renewal and Other Reminders for Program Year 2022-23 (including At-Risk Programs)

The new CACFP Program Year started on October 1, 2022. Among other requirements, meals and snacks served in Program Year 2022-23 may only be claimed for reimbursement if:

  • Program year 2022-23 renewal applications have been submitted and approved in Cyber-Linked Interactive Child Nutrition System (CLiCS);
  • Each location where meals are served has an approved site application in CLiCS; and
  • All meals are eaten on-site in a congregate setting. Meals distributed for off-site consumption (grab and go, home delivered, etc.) will not be reimbursed.

Sponsors that have not yet submitted their application renewals for Program Year 2022-23 should do so immediately. Refer to the CACFP Application Renewal Instructions on the Minnesota Department of Education (MDE) Food and Nutrition Service (FNS) website for direction. If you no longer wish to participate in the CACFP, notify us via email at mde.fns@state.mn.us.

School Nutrition Programs (SNP)

Severe Need and Two Cent Differential Reimbursements

Due to the use of the Summer Food Service Program (SFSP) and SFSP – Seamless Summer Option (SSO) during the past two school years, the U.S. Department of Agriculture (USDA) Food and Nutrition Service (FNS) released a memo Determining Eligibility for Severe Need Reimbursement for the School Breakfast Program and the Two Cent Differential Reimbursement for the National School Lunch Program in School Years 2022-23 and 2023-24

For schools that operated SFSP in the 2020-21 and 2021-22 school years, Minnesota Department of Education (MDE) will use the percentage of lunches served free or at the reduced price during the first three months of the current 2022-23 school year to calculate eligibility for severe need and two cent differential reimbursements.

Enter September, October and November 2022 SNP claims into Cyber-Linked Interactive Child Nutrition System (CLiCS) as soon as possible after each month ends. MDE cannot calculate eligibility for these extra reimbursements until all three months of claim data are submitted in CLiCS. If the school qualifies based on the first three months of claim data, severe need and two cent reimbursements will automatically be retroactive back to the beginning of the 2022-23 school year and included in the next month’s payment.

Farm to School and Early Care Education (ECE) Month

October is Farm to School and ECE Month in Minnesota!

There are many ways to celebrate – check out all the events on the University of Minnesota Extension’s Farm to School Month webpage and don’t forget to tell us how your school and early care site is celebrating.

Minnesota Agriculture in the Classroom has planned a virtual field trip to Pine Tree Apple Orchard on Apple Crunch Day on Thursday, October 13, from 10 to 10:30 a.m. CST. Register in advance for this Field Trip webinar. In addition, Monday, October 17 through Wednesday, October 19 is Farm to School Book Week. Learn more at the Minnesota Agriculture in the Classroom website. Make sure to share these opportunities with teachers at your school.

Revised Whole Grain Resource

The Whole Grain Resource for the National School Lunch and School Breakfast Programs resource has been revised to reflect the final rule Child Nutrition Programs: Transitional Standards for Milk, Whole Grains, and Sodium and includes comprehensive, step-by-step information on serving whole grain rich foods in school meals.

U.S. Department of Agriculture (USDA) Foods Database

As of September 30, 2022, the USDA Foods Database is available for States and school districts to access up-to-date, vendor-specific nutrition, allergen, and ingredient information for direct delivered USDA Foods for Child Nutrition Programs.

Information from the USDA Foods Database is an acceptable form of crediting documentation of these foods for Administrative Reviews. In the current Administrative Review Manual, supporting documentation can include USDA Foods Product Information Sheets. Once fully implemented, the USDA Foods Database will replace the USDA Foods Product Information Sheets.
