The Student Access and Opportunity team is extremely grateful to every district and charter school leader who submitted one or more ESEA Title program application(s) in the last few weeks. Most local educational agencies (LEAs) submitted in early to mid-August (well done!!) and they avoided the anticipated SERVS Financial slow-down in the final days of the application window. We continue to be thankful for your persistence and tenacity while navigating that system.
The ESEA Grant Program Specialists and Grant Reviewers are mostly former teachers, principals, and/or district program coordinators who know how hard it is to carve out time to complete the ESEA Title applications alongside many other demands, especially close to the start of a new school year. Thank you for all you do every day to support the learners in your community by leveraging these federal awards to address the persistent access, representation, participation, and outcome gaps in Minnesota.

New ESEA/ESSA Grant Program Specialist at MDE
It is with great excitement that we share Erin Abbott started on August 10 as the newest MDE ESEA/ESSA Grant Program Specialist for Title IV, Part A. Erin has worked directly with nonpublic schools, charter schools, and traditional public school districts as a teacher, school leader and district administrator. She has extensive experience in creating inclusive curriculum and instructional supports, improving school culture, and leading data analysis for school improvement. Erin is excited to partner with Sarah Carter as they support Title IV, Part A implementation in Minnesota. Feel free to contact Erin Abbott (651-582-8406).
Annual ESEA Title Programs Fiscal Requirements
The Elementary and Secondary Education Act (ESEA) includes three fiscal requirements to ensure that federal funds do not supplant or replace state and local responsibility for general education. The requirements are Maintenance of Effort (MOE), Supplement not Supplant (SnS), and Comparability of Services (CoS).
These three requirements were highlighted during the May 2022 Title Tuesday session. Please see pages 10-16 of the Title Tuesday – May 2022 PowerPoint slide deck that outlines each requirement, data used, LEA responsibilities, and state educational agency (SEA) responsibilities. MDE is required to monitor these fiscal requirements. Unless exempt from a requirement, LEAs must document compliance every year, even if MDE does not collect that documentation. ICYMI: Expiring Funds Reminder
The following finance codes (FIN) associated with each listed federal fiscal year are expiring on September 30, 2022. All goods and services must be received by September 30, 2022, and draws for reimbursement from SERVS Financial must be completed on or before December 12, 2022. Unspent funds will be returned to the U.S. Treasury.

ICYMI: Title I, Part A Carryover Waiver Process
LEAs are expected to spend at least 85% of the Title I, Part A (FIN401) award in the first 15 months of the award availability. Carryover from one state fiscal year to another state fiscal year is not limited.
The calculation includes the total federal fiscal year (FFY) 2021 (awarded during state fiscal year (SFY) 2022) award plus FFY21/SFY22 transferred funds (from FIN414 and/or FIN433) spent from July 1, 2021, through September 30, 2022.
Following the December draw of first quarter expenses, MDE will contact LEAs that have carried forward more than 15% after September 30.
- If eligible, a waiver form will be sent and once signed and submitted will be granted.
- If not eligible, a notice will be sent: remaining award will be reduced to carryover only 15%.
LEAs are eligible for a waiver if their last waiver was issued for the FFY18/SFY19 award or earlier. LEAs with waivers for the FFY19/SFY20 or FFY20/SFY21 awards are not eligible for a waiver on the FFY21/SFY22 award. Contact mde.esea@state.mn.us if there are questions.

CSPR Homeless Data Survey Training
This session will allow Homeless Education Liaisons and Data Coordinators to successfully complete the annual required Homeless Data Survey.
Migrant Student Information Form (MSIF) Workshop
Participants will be supported to complete the MSIF including all the required minimum data elements for migratory students.
Title Tuesday September 2022
Join members of MDE Student Access and Opportunity team every third Tuesday of the month to learn about topics that apply to many ESEA Title programs. Example topics include making amendments to your application, accepting and declining awards, and closing out awards. There is no need to register.
