Child and Adult Care Food Program (CACFP)

Family Day Care Home Waiver Extension Request

The Minnesota Department of Education (MDE) is submitting a request to the U.S. Department of Agriculture (USDA) to extend our existing family day care home (FDCH) commercial space waiver. If approved, this waiver extension would allow Minnesota family child care providers who operate in a place other than a private home, and are licensed as a special family day care home, to continue participating in CACFP as a day care home. Updates on this request will be provided in a future bulletin.

School Nutrition Programs (SNP)

2022-23 State Attendance Factor Set at 90.6 Percent

The state attendance factor used by School Food Authorities (SFAs) to determine average daily attendance for School Year (SY) 2022-23 is 90.6 percent. The attendance factor is used to complete the required School Daily-Monthly Claims Edit Check and to calculate the average daily attendance reported for monthly Cyber-Linked Interactive Child Nutrition System (CLiCS) claims for reimbursement.

Direct Certification Enhancement

Due to SFA, MDE in partnership with MNIT@MDE, has developed a new file format that provides additional data to aid in determining direct certification by benefit type. This Excel download file format will be available for use during the week of August 15 and will coincide with the August direct certification match. Standard email communication will be made when the match has taken place. The new format will also be available for direct certification matches made in July. Fresh Fruit and Vegetable Program Waiver Submitted

Due to grant limit requirements in the Richard B. Russel National School Lunch Act, a large portion of Minnesota’s Fresh Fruit and Vegetable Program (FFVP) funding for fiscal year 2023 cannot be allocated. This means we have funding leftover which if unallocated will be returned to USDA. In response to this situation, MDE is submitting a request to USDA to waive the per student grant award limit of $75 for school year 2022-23. If approved, this waiver will allow MDE to fund participating schools serving FFVP snack 4-5 days per week at $100 per student. We will notify School Food Authorities as soon as we hear the outcome of the waiver request. Until we hear back from USDA, the FFVP will operate as usual. Minnesota Harvest Recipe Book

The new Minnesota Harvest Recipe Book contains six student approved recipes featuring local foods for School Nutrition Programs. A description of the recipe development process and acknowledgements to the schools that helped with recipe testing are also included. View the recipes on the MDE Team Nutrition webpage.
