Race and Ethnicity Data Guidance Memo

The U.S. Department of Agriculture (USDA) Food and Nutrition Service (FNS) recently released a question and answer memo regarding Collection of Race and Ethnicity Data by Visual Observation and Identification in the Child and Adult Care Food Program and Summer Food Service Program – Policy Rescission (CACFP 11-2021, SFSP 07-2021), which was released in May 2021. This new memo provides guidance on ending the use of visual identification, the grace period for developing other data collection methods, and options for obtaining racial and ethnic data. For more information, please read Questions and Answers Related to CACFP 11-2021, SFSP 07-2021 Collection of Race and Ethnicity Data by Visual Observation and Identification in the Child and Adult Care Food Program and Summer Food Service Program – Policy Rescission.

Child and Adult Care Food Programs (CACFP)

Infant Formula Shortage Memo

The U.S. Department of Agriculture (USDA) Food and Nutrition Service (FNS) released a guidance memo regarding the infant formula shortage in the Child and Adult Care Food Program. This new memo contains questions and answers regarding formula availability, program flexibilities, and feeding infants during a formula shortage. 2022-23 Household Income Statement Packets

The 2022-23 Household Income Statement Packets for child care centers and adult care centers are now available on the CACFP for Centers Household Income Statements webpage. The packets include the household letter with instructions and the Household Income Statement (HIS) form. Use this packet for new and renewing CACFP participants beginning July 1, 2022.

Note: The Household Income Statement Packet for child care centers are available in Hmong, Somali and Spanish on the webpage above. If you need the HIS form in additional languages, use the U.S. Department of Agriculture’s Meal Benefits Income Eligibility Form, available in more than 30 languages.

2022-23 Household Income Guidelines for CACFP

The 2022-23 Household Income Guidelines for CACFP will be available on the Household Income Statements webpage. The new income guidelines are effective July 1, 2022 – June 30, 2023. Use these guidelines as you approve HIS forms for new and renewing CACFP participants beginning July 1, 2022.

School Nutrition Programs (SNP)

Summer Institute 2022

The Minnesota Department of Education’s free three-day training opportunity for school nutrition program staff is just a few weeks away. Trainers will present a variety of topics and participants will have an opportunity to network with other districts at daily round table sessions.

To register and learn more about the July 12-14 Summer Institute, view the School Nutrition Summer Institute 2022 resource on the SNP Training and Professional Standards webpage. Space is limited by location and registration is available on a first-come, first-served basis.

Guidance Memo on Severe Need and Two Cent Differential Reimbursement

The U.S. Department of Agriculture (USDA) Food and Nutrition Service (FNS) released a memo to determine eligibility for severe need reimbursement for the School Breakfast Program and the two cent differential reimbursement for the National School Lunch Program for school years 2022-23 and 2023-24. This memo provides guidance based on nutrition programs operated in school years 2020-21 and 2021-22. 2022-23 Renewal Applications

The following renewal applications are now available to submit online in the Cyber-Linked Interactive Child Nutrition System (CLiCS). The USDA COVID-19 waivers are expiring. Please plan for normal, pre-COVID-19 operations during the 2022-23 school year.

  • School Nutrition Program (SNP)
  • Federal Special Milk Program (SMP)
  • Minnesota Kindergarten Milk Program (MKMP)

Access CLiCS to renew your applications.

Refer to the Application Renewal Instructions for School Nutrition Programs and Application Renewal Instructions for Milk Programs on the Minnesota Department of Education (MDE) – Food and Nutrition Service (FNS) website.

Required: Sponsors must ensure that the email address and contact information on the sponsor and site application(s) are current and accurate.

When the sponsor application renewal is approved for the 2022-23 program year, a CLiCS system-generated email confirming approval will be sent to the email address for the contact person listed on the sponsor application.

If there are questions, contact the Applications Team (mde.fns@state.mn.us), 651-582-8526, 1-800-366-8922 (Minnesota toll-free). To facilitate our response, include your CLiCS sponsor identification (ID) number in all correspondence.

2022-23 Mandated Breakfast for Public Schools

Minnesota Statutes, section 124D.117, requires breakfast be offered at public school district sites that are at or above 33 percent free and reduced-price lunch participation in the second prior year. Charter schools and nonpublic schools are not mandated under this law.

  • If the school participated in the Summer Food Service Program (SFSP) during the 2020-21 school year, the school must offer Breakfast under SNP for school year 2022-23. This applies only to schools under a Public School District. Charter schools and non-public schools may choose whether or not they want to offer SNP Breakfast.
  • If the school participated in SNP during the 2020-21 school year, the 2022-23 SNP site application will show a check next to State Mandates Breakfast Participation under the Breakfast section. CLiCS calculates free and reduced-price lunch participation for all schools.
  • Public Charter Schools that choose to not serve breakfast can mark Request Exemption, if SNP site application is marked mandated.
  • Nonpublic schools that choose to not serve breakfast can mark Not Participating, if SNP site application is marked mandated.
  • Schools in a public school district that choose not to serve breakfast can mark Request Exemption, if site application is marked mandated. Email fns@state.mn.us for details on your required responsibilities and actions, including provision of supporting documentation, in order to be granted an exemption. To facilitate our response, please include your CLiCS sponsor identification (ID) number and add mandated breakfast in subject line.

Schools in Public School Districts that participated in SFSP during the 2020-21 school year may request an exemption for serving SNP breakfast. Email mde.fns@state.mn.us for details on your required responsibilities and actions, including provision of supporting documentation, in order to be granted an exemption. To facilitate our response, please include your CLiCS sponsor identification (ID) number and add mandated breakfast in the subject line.
