ESEA Federal Title Programs Update


SY23 Preliminary Awards Update 

The U.S. Department of Education (ED) released the preliminary ESEA Title awards for federal fiscal year 2022 (school year 2023) at the end of March, about two months later than usual. It takes approximately eight weeks from when the awards are released by ED until preliminary allocations are available on the Minnesota Department of Education (MDE) webpage. MDE is working with the MN.IT team to complete calculations as quickly as possible and we anticipate these will be available by late May. 

Overall, Minnesota's allocations in ESEA Title programs are less than last year. District and charter school leaders are encouraged to plan for a slight decrease in ESEA Title funding (finance codes 401, 406, 414, 417, 433, and 442).

Program Highlight: Title II, Part A – New Requirement for Incentive Compensation Agreements

Title II, Part A (FIN414) funds can be used to recruit, mentor and retain staff, and assist with college tuition for eligible staff. These allowable activities may involve additional payments to district employees. The federal grants management regulations found in the Uniform Grant Guidance (UGG) define some of these payments as incentive compensation. Due to this, an established, written agreement with the employee or a district plan that implies an agreement is required. Such agreements apply to incentives paid with any federal funds, and the SFY23 Title II, Part A grant application will require an upload of a written agreement if using Title II, Part A funds for incentive compensation. MDE and members of the Title II, Part A Advisory Committee have developed a guidance document that can be found on the MDE Title II, Part A website in the Guidance for Incentive Compensation Agreements document.

REPEAT: Check Status of ESEA Applications in SERVS Financial 

There are currently several ESEA Title grant applications under finance codes 401, 406, 414, 424, 433, and 442 that are in "Signature Pending" status. This means someone at the local educational agency (LEA) has amended the application and forwarded it for signature. The IOwA or designee must sign and submit the application before MDE can review it for approval.

Application amendments must be submitted by April 30, 2022, and "Signature Pending" status is not considered submitted. Once submitted, the status in SERVS will change to either "Funded and Active" or "Funded, Active and Revision Submitted."

REPEAT: Transferred Funds Reminder 

The final FFY21/SFY22 awards were loaded into SERVS Financial in February. Changes in awards are due to the differences between preliminary data provided by the U.S. Department of Education in January 2021 and the final data provided in October 2022. The final awards are also posted on the MDE ESEA Federal Programs webpage.

LEAs with transferred Title II, Part A (FIN414) or Title IV, Part A (FIN433) awards to other eligible ESEA Title programs should check SERVS Financial to ensure all of the award is transferred. To do this, click on "Manage Allocations/Competitive Awards" and then select the action "Manage Award/Allocation" under the FFY21/SFY22 award for FIN414 or FIN433. You'll need to move all of the funds from the 414 (or 433) line into the transferred line. The final should look like the image below with the total award amount equal to the amount in the "Transferred to" row. Email mde.esea@state.mn.us if you have questions.

Upcoming Training Opportunities 

Join the Minnesota Department of Education (MDE) Student Access and Opportunity staff for upcoming trainings. All links to join can be found on the MDE Calendar. There is no need to register unless otherwise noted. 

Introduction to World’s Best Workforce Orientation

This workshop provides new and current district and charter school administrators unfamiliar with Worlds Best Work Force (WBWF) an opportunity to familiarize or reacquaint themselves with WBWF. Additionally, the workshop also provides an overview of the various components that make up WBWF (i.e., strategic plan, annual report, etc.) and allows participants to ask clarifying questions about the five goals associated with WBWF.

Title Tuesday

Join members of MDE Student Access and Opportunity team every third Tuesday of the month to learn about topics that apply to many ESEA Title programs. Example topics include making amendments to your application, accepting and declining awards, and closing out awards. There is no need to register.

Family Engagement Series Session 2 of 3: Family Engagement Best Practice Panel

This session will feature a panel of district/charter school staff, partners, and parents working on family engagement throughout Minnesota. They will share best practices and answer questions. This workshop series will be presented in partnership with the Minnesota Statewide Family Engagement Center. Teacher CEUs are available and BOSA CEUs for those who attend all three sessions.

Family Engagement Series Session 3 of 3: The Family Engagement Action Plan

The Minnesota FEAP (Family Engagement Action Plan) process helps schools transition from status quo “parent involvement” efforts to transformative “family engagement” mechanisms co-designed with families who represent the full diversity and perspectives of the school community. We will also look at meeting Title I, Part A and ESSER III requirements of Family Engagement. This workshop series will be presented in partnership with the Minnesota Statewide Family Engagement Center. Teacher and Board of School Administrator clock hours are available for those who attend all three sessions.
