Special Education Data Reporting Application (SEDRA) Opening May 2, 2022

SEDRA and Access to Career and Technical Education – Special Education (ACTE-SPED) will be opening for State Fiscal Year (SFY) 2023 on May 2, 2022, this year due to May 1 falling on a Sunday.

Specific service code expenditures without errors entered in SEDRA for SFY 2022 as of May 1, 2022, will be copied into the upcoming year on May 2, by 9 a.m. This data will generate the state and federal cover sheets for SFY 2023. Each line will be renumbered for the new fiscal year and will have an error message “Initial Data – Has Not Been Retained or Changed.”

The following Funding Source Codes (FSC) are copied from the current year to the upcoming school year:

  • FSC A: State Special Education Aid – Regular Year (Uniform Financial Accounting and Reporting Standards (UFARS) Finance Dimension (FIN) 740, 317, 320, 335)
  • FSC E: State Special Education Aid – Extended School Year (FIN 740)
  • FSC B: Section 611 Federal Flow Through (ages 3-21) (FIN 419)
  • FSC F: Section 619 Federal Preschool Incentive (ages 3-5) (FIN 420)
  • FSC G: Federal Low Incidence Discretionary (Regional) (FIN 421)
  • FSC H: Federal Part C Infants and Toddlers with Disabilities (ages 0-2) (FIN 422)
  • FSC R: Local Collaborative Time Study (LCTS) (FIN 799)
  • FSC W: Federal Regional Comprehensive System of Personnel Development (CSPD)-Discretionary Projects (ages 3-21) (FIN 432)
  • FSC “a”: Unreimbursable State (FIN 740,317, 320, 335)
  • FSC “h”: Part C Regional Interagency Early Intervention Committee (IEIC) (ages birth-2) (FIN 423)

The following SEDRA Service Codes (SRV) will be copied from the current year into the upcoming school year:

  • SRV A: Payroll Personnel (includes expenditure data)
  • SRV B: Contracted Personnel/Agency Service for pupils (no expenditure data)

The following ACTE-SPED Service Codes will be copied from the current year into the upcoming school year:

  • SRV A: Payroll Personnel (includes expenditure data)
  • SRV L: Fringe Benefits (includes expenditure data)
  • SRV U: Purchase of Services (includes expenditure data)
  • SRV “p”: Purchase of Contracted Services (no expenditure data)

This data serves as the local educational agencies (LEAs) proposed budget for the upcoming year. LEA staff will need to call up each line in SEDRA and either save, update, or delete the line in order to remove the error message. This will need to be completed by June 1, 2022, for MDE to begin reviewing state SEDRA retained lines for SFY 2023 Eligibility Maintenance of Effort.

MDE prefers that LEAs submit their special education application forms for SFY 2023 electronically. Please email the forms to the Special Education Funding and Data Team.

Please note: Copies mailed through the U.S. Postal Service will still be accepted. However, since we have not relocated to Stinson building, it will slow down the approval process. If you choose to submit electronically your state and federal cover sheets along with the statement of assurances, please do not mail a hard copy as duplicates could delay processing times.

All forms must be received by June 1, 2022.

SFY 2023 grant applications are posted in State Educational Record View and Submission (SERVS) Financial under Grants Management and need to be in “Under Process” status by July 1, 2022, to be substantially approved.

Minnesota Department of Education Relocates to Minneapolis

After 23 years in Roseville, the Minnesota Department of Education (MDE) is excited to announce its new office location in Minneapolis, effective March 1. The department’s lease in Roseville ended in February 2022. The new location will provide MDE with the space to carry out its work on behalf of Minnesota students, families, educators and school and library communities. The State of Minnesota has signed a 10-year lease for the Minneapolis location.

The new location is currently under construction, and MDE staff will continue to telework. Minnesotans are encouraged to continue contacting MDE staff by phone or email at 651-582-8200 and mde.contactus@state.mn.us. Physical mail can be sent to the new address at 400 NE Stinson Boulevard, Minneapolis, MN 55413 effective immediately. Once construction is complete, MDE staff will welcome students, educators, families, and Minnesotans from across the state to the new location.
