ESEA Federal Title Programs Update


Upcoming Draw Reminders 

Timely draw-down of federal awards is strongly encouraged by the the U.S. Treasury, U.S. Department of Education, and the Minnesota Department of Education. 

ESSER I (finance codes 151 and 152), GEER I (finance code 153), ESSER II (finance codes 155 and 156) and ESSER III (finance codes 160 and 161) should make a draw for expenses from October 1 through December 31, 2021, by March 14, 2022. The U.S. Department of Education is requiring timely draw-down of these pandemic-relief federal awards.

ESEA Title programs (finance codes 401, 406, 414, 417, 424, 433, and 424) should have a completed draw for first quarter expenses in December 2021. LEAs that did not complete that initial draw should plan to do so this spring. The next expected draw will be in June 2022 for October 1, 2021, through March 31, 2022, expenses. 


ESEA Title Applications Amendment Window Open

Districts and charter schools are able to make changes to their ESEA Title program applications between March 1 and April 30, 2022. This is the final opportunity to add or delete object codes and make any programmatic changes to the application. All applications must be in Funded and Active status in order to be amended.

An application should be amended when one or more of these factors are present for a specific program or LEA:

  • Final awards loaded into SERVS resulted in increased or decreased funds available.
  • The LEA was asked by the grant reviewer during the approval process this fall to revise their application during the spring amendment window. 
  • The LEA's plan changed and now needs updated object codes, edited or adjusted narrative, modified budget justifications or changed budget amounts.
  • The LEA needs to revise the Nonpublic Equitable Share and/or update the related Affirmation of Consultation and Agreement.
  • The LEA contact information, including phone extensions, needs to be updated to reflect changes in staff. 

Note: be sure to make coordinating changes to Narrative responses when items are changed in the budget. Budgeted items must be part of the written plan as outlined in the Narrative responses.

MDE on the Move!

After 23 years in Roseville, the Minnesota Department of Education (MDE) is excited to announce its new office location in Minneapolis, effective March 1. The department’s lease in Roseville ended in February 2022. The new location will provide MDE with the space to carry out its work on behalf of Minnesota students, families, educators and school and library communities. The State of Minnesota has signed a 10-year lease for the Minneapolis location.

The new location is currently under construction, and MDE staff will continue to telework. Minnesotans are encouraged to continue contacting MDE staff by phone or email at 651-582-8200 and mde.contactus@state.mn.us. Physical mail can be sent to the new address at 400 NE Stinson Boulevard, Minneapolis, MN 55413 effective immediately. Once construction is complete, MDE staff will welcome students, educators, families, and Minnesotans from across the state to the new location.

Transition From DUNS to Unique Entity Identifiers (UEI)

On April 4, 2022, the federal government is transitioning from the use of the DUNS number to a new Unique Entity Identifier (UEI). MDE has been working to make the transition to UEI numbers as seamless as possible for MDE systems. All Organization that have already registered a DUNS with SAM.gov have been assigned a UEI number in that system. MDE has updated the District and School Site Verification System to reflect the new UEI numbers that exist in SAM.gov. This conversion in MDE systems was not as straight forward as we had hoped so we are asking that all District Site Coordinators log into the District and School Site Verification System (add link here) to verify that we have correctly identified your UEI number, or if you don’t see a UEI for your schools please enter it.

If you have not already done so, please go to the SAM.gov website and either accept and register the assigned number for your entity or apply for a UEI number. Click on the “Get Started” link under “Register Your Entity or Get a Unique Entity ID” and follow the instructions provided.

Title III Consortia – How to Leverage Title III Dollars for Maximum Student Success

Thinking of joining an existing consortium? Or thinking about forming a consortium with other districts?  Find out the purpose of consortia, its rules and regulations, and its advantages.

Title Tuesday

Join members of MDE Student Access and Opportunity team every third Tuesday of the month to learn about topics that apply to many ESEA Title programs. Example topics include making amendments to your application, accepting and declining awards, and closing out awards. 

Title Tuesday attendees can now earn School Administrator or Teacher Clock hours. Details and procedures to receive clock hours will be explained at each Title Tuesday session.

Using Title II funds for Recruitment and Retention Activities

This session will provide information, guidance, and requirements specific to using Title II funds for recruitment and retention activities, including tuition reimbursement and other types of incentive compensation agreements.

World Languages 101 for School Leaders

Participants will gain basic knowledge about world languages education including types of programs, standards addressed, and the benefits of the program. Participants will also learn about the characteristics of effective language programs and teaching; research-based best practice, goals of the program, recommended instructional approach, what to look for in world languages classrooms.
