ESEA Federal Title Programs Update


Known SERVS Issues 

None of the lingering SERVS issues (listed on the SERVS landing page) are preventing LEAs from submitting their SY22 ESEA Title applications. All initial submissions of ESEA Title applications (finance codes 401, 406, 414, 417, and 433) are due no later than October 30, 2021.

If you are experiencing a new issue in SERVS, please email ServsFinancialNew.MDE@state.mn.us with details, including your district number, the finance code impacted, the user name and role, and a screenshot of the error. Your patience is appreciated as the Minnesota Information Technology (MNIT) team works to quickly resolve the technical issues within the ESEA Title grant applications in SERVS.


Upcoming COMPASS Learning Opportunities

Collaborative Minnesota Partnerships to Advance Student Success, COMPASS, is a new statewide education system that is a collaboration between the Minnesota Department of Education (MDE), Minnesota Service Cooperatives and Regional Centers for Excellence. COMPASS is designed to meet schools and districts where they are in the work to accelerate student learning and match the state's response to those needs.

Throughout the 2021-22 school year and beyond, educators, school staff and school leaders will have new opportunities for professional learning and coaching, along with coordinated support from experts. Schools will gain support in the areas of Literacy, Math and School Climate and Mental Health using the Minnesota Multi-Tiered System of Support (MnMTSS) framework with a focus on data and assessment literacy and evidence-based practices.

The first supports for schools available through COMPASS will be available in November, beginning with a two-part Minnesota Multi-tiered System of Support (MnMTSS) Overview webinar. In December, there will be webinars on Data and Assessment Literacy. Learn more and register for those webinars on the COMPASS webpage

Any school staff who would like to learn more about COMPASS and its upcoming learning opportunities can sign up for email updates from the COMPASS leadership team.


Midwest Migrant Education Resource Center (MMERC)

MMERC is a lending library available to any PreK-12 staff (classroom, before/after school, specialists, etc.) that work with at least one agricultural migratory student. Resources are available in all subject areas and are loaned for a five-week period, are renewable, and provided free of charge, including shipping. MMERC staff is always willing to customize an order based on specific needs of the instructor. Resources may be used with the whole class.

There’s More! Secondary Student Support at MMERC

In addition to the free resources, the director of MMERC is also Minnesota's Secondary Migrant Student Coordinator: Lidibette Guzmán. She is available to assist with the transfer of student records at the secondary level, particularly those students from Texas, and also give support with student placement (selection of courses). Please pass her information on to your counselors (lguzman02@hamline.edu, 877-891-6379).

REPEAT: Required Beginning of the Year Activities in Title I, Part A

Title I, Part A of the Elementary and Secondary Education Act (ESEA) requires a number of activities in the early part of the school year. These include: 

  • activities to ensure awareness and identification of students experiencing homelessness; 
  • activities to engage parents and families; and
  • activities specific to the type of Title I program implemented (either Targeted Assistance or Schoolwide).

2021 MDE K-12 EL Program Coordinator Sessions

The MDE K-12 Coordinator Session will meet online this year on November 18, 2021, from 8 a.m. to 1 p.m. The cost is $25.00. Register for the online session for Minnesota district and charter school EL program coordinators on the MinneTESOL EL Program Coordinator event page.

2021 Minnesota English Learner Education Conference

The Minnesota English Learner Education (MELEd) Conference is a partnership between MinneTESOL and the Minnesota Department of Education (MDE). It is a merger of the annual MinneTESOL Fall Conference and the Minnesota ESL, Bilingual, and Migrant Education Conference. The annual MELEd Conference will take place November 19-20 at the St. Paul RiverCentre. Register for the 2021 MELEd Conference on the MinneTESOL MELEd Conference event page.

Overview of the Minnesota Bilingual Seals program and information and resources for implementation.

Making Connections Workshop

This workshop will give you a brief overview of the Migrant Education Program. During this training, participants will have the opportunity to meet members of the Minnesota Migrant Education Program team and discuss collaboration efforts and ways to help remove barriers for highly mobile families. Participants will learn about expectations of the migrant liaison, tools and resources available for school districts, reporting requirements, and learn how to advocate for migratory students.

WBWF Summary and A&I Annual Progress Report Virtual Office Hours

Student Access and Opportunity is holding virtual office hours meeting to support districts and charter schools with their 2020-21 Combined World's Best Workforce (WBWF) Summary, and Achievement and Integration (A&I) Annual Progress Reports.

The English Learner (EL) Coordinator webinars are monthly web events for new and experienced EL program leaders and coordinators in Minnesota. Monthly topics vary and are based on timely information from the Minnesota Department of Education (MDE). Participants will have an opportunity to ask questions to EL Education specialists and others from MDE during each webinar.
