ESSER/GEER Draw Date Extended
Due to many local educational agencies (LEA) experiencing issues logging into SERVS Financial over the last week, the due date for draws with service dates in school year 2020-21 from finance codes 151, 152, 153, 155, 156, 160, and 161 has been extended to September 20, 2021.
Intent to Become a Schoolwide Program – Due Date Extension
Schools planning on becoming a Title I Schoolwide Program beginning in the 2022-23 school year must submit the Intent to Become a Title I Schoolwide Program form by Friday, October 15 (this is an extension from September 15).

Minnesota Waiver Request Approved
The Minnesota Department of Education (MDE) has received a waiver from the U.S. Department of Education (ED) to: 1) allow LEAs to carryforward more than 15% of the FFY20/SFY21 Title I, Part A (FIN401) funds even if they have carryforward more than 15% in the last three years and, 2) extend the period of availability of the FFY19/SFY0 funds from September 30, 2021, to September 30, 2022.
Title I, Part A (FIN401) Carryover
LEAs that have not spent at least 85 percent of the FFY20/SFY21 Title I, Part A (FIN401) award by September 30, 2021, should submit the Minnesota Title I, Part A, Waiver Request to Carry Forward more than 15 percent of FFY20/SFY21 funds into 2021-22 form by October 15, 2021. Note: funds do not need to be drawn to be counted in the 85 percent spent; they need to be obligated for services received by September 30, 2021. All LEAs in Minnesota are eligible for this waiver, even if they have received such a waiver in the last three years.
Period of Availability Extension
The FFY19/SFY20 awards for the following ESEA Title programs were set to expire on September 30, 2021. They are now available for an additional 12 months and will expire on September 30, 2022.
- Title I, Part A of the ESEA (Improving Basic Programs Operated by LEAs), including the portions of the SEA's Title I, Part A award used to carry out section 1003 school improvement, section 1003A direct student services, if applicable, and Title I, Part D, Subpart 2
- Title I, Part B of the ESEA (State Assessment Formula Grants)
- Title I, Part C of the ESEA (Education of Migratory Children)
- Title I, Part D, Subpart 1 of the ESEA (Prevention and Intervention Programs for Children and Youth Who Are Neglected, Delinquent, or At Risk)
- Title II, Part A of the ESEA (Supporting Effective Instruction)
- Title III, Part A of the ESEA (English Language Acquisition, Language Enhancement, and Academic Achievement)
- Title IV, Part A of the ESEA (Student Support and Academic Enrichment Grants)
- Title IV, Part B of the ESEA (21st Century Community Learning Centers)
- Title V, Part B, Subpart 2 of the ESEA (Rural and Low-Income School Program)
- McKinney-Vento Education for Homeless Children and Youth Program
Some of these programs are for state activities or are part of competitive awards, so the extended period of availability is applied to MDE and not to specific grantees or awards. Email mde.esea@state.mn.us or your grant program contact for specifics.
Known Issues with ESEA Title Grant Applications in SERVS
Some LEAs continue to experience issues in SERVS Financial related to one or more ESEA Title grant opportunities. These are listed on the SERVS landing page.
All ESEA Title grant application due dates have been extended to October 1, 2021. LEAs are strongly encouraged to submit their applications before this date if they are able. Applications will be reviewed on a rolling basis as they are submitted. MDE grant reviewers will contact LEA program contacts with any revisions needed. Timely responses to these revision requests is appreciated.
Known SERVS issues will be added to the SERVS landing page. Please check the known issues before reaching out to MDE or MNIT staff. Known SERVS issues are being actively worked on to resolve as quickly as possible.
