Preliminary School Year 2021–22 Federal Title Grant Allocations Posted
The Preliminary School Year 2021–22 Federal ESEA Title Grant Awards (FFY2021/SFY2022) for Title I, Part A (FIN401) and Title II, Part A (FIN414) are posted on the MDE ESEA Title Programs webpage to support local educational agencies (LEAs) in planning for the 2021–22 school year. These awards are subject to change and will be recalculated in late fall 2021 using the final appropriations provided by the U.S. Department of Education. Recalculations will take into account declined awards, newly opened charter schools, significantly expanded charter schools, required award reductions due to Maintenance of Effort (MOE) or excessive (more than 15 percent) Title I carryover without a waiver, and other adjustments required by state or federal regulations.

Program Highlight: Out of School Learning Time New Resource
Schoolwide Title I at Brooklyn Center
There are two service options that Title I, Part A funds can support; Targeted Assistance or Schoolwide. Schoolwide Title I services address school needs identified through a comprehensive needs assessment and annual evaluation in order to upgrade the school’s entire educational program for the benefit of all students, including those not meeting academic standards. Schoolwide programs are comprehensive school improvement strategies and funds can be used to support needs identified in the school improvement plan. Below is an example of the Brooklyn Center School District of Schoolwide Title I services and strategies at an elementary, middle and high school. Their strategies, based on their needs assessment that are identified in the Schoolwide improvement plans, include:
- Youth Participatory Action Research
- A secondary transition program: Building Assets, Reducing Risks (BARR)
- STEAM Coordinator
- Family liaison and interpretation
- Instructional Leadership

EDIAM Access
MDE’s EDIAM Security System requires each organization to designate an Identified Official with Authority (IOwA), who is the head of the organization and is responsible for granting/revoking/reauthorizing user access for their staff to MDE secured applications and secure reports. The IOwA role must be renewed every 365 days by submitting the EDIAM Board Resolution Form. Once the form is received, the IOwA is granted access for 365 days. The IOwA will then grant/revoke/reauthorize user access for their staff to MDE secured applications and secure reports. The IOwA may choose to grant access to an IOwA Proxy (usually their assistant or business manager) to assist in this process. Both the IOwA and IOwA Proxy may grant/revoke/reauthorize user access for their staff.
Current IOwAs will receive email notification 14 days prior to expiration indicating that access is about to expire. However, it is not necessary to wait for this to renew access. Earlier renewal is recommended to ensure continued access to MDE secured applications and secure reports.
To renew access:
- Complete all six lines of the EDIAM Board Resolution Form (Identify one IOwA who may appoint an IOwA Proxy. The IOwA Proxy does not need to be identified in the board resolution.)
- Scan the completed form and email to Melody at the EDIAM Helpdesk: useraccess.mde@state.mn.us.
If you have already worked with Melody and have been renewed as the IOwA for 365 days this year, there is no need to send in the board resolution again.

Summer 2021 MEP Kick off
Join members of the MDE Student Access and Opportunity division for the Summer 2021 Migrant Education Program (MEP) kick off! This session is primarily for funded MEP summer superintendents, coordinators and staff.

Title Tuesday
Join members of the MDE Division of Student Access and Opportunity every third Tuesday of the month to learn about topics that apply to many ESEA Title programs. Example topics include making amendments to your application, accepting and declining awards, and closing out awards. These sessions are primarily for LEA officials responsible for managing ESEA Title funds and implementing federally funded activities and programs.
Possibilities and Requirements in Using Title II Funds
Join members of the MDE Division of Student Access and Opportunity to learn more about the possibilities and requirements in using Title II, Part A (FIN414) funds. The purpose of Title II is to increase access to effective educators to improve learning for all students. Session participants will learn the requirements and possible activities, with examples and ideas, for using Title II, Part A funds. This session will be repeated (see dates below) and is primarily for LEA officials and business office staff working with Title II, Part A (FIN414).

ESSER III (FIN160) Applications in SERVS
Join members of the MDE Division of Student Access and Opportunity to learn more about the ESSER III (FIN160) applications in SERVS. This third round of federal stimulus aid has new requirements, including public comment period on a return to school plan. Participants will review this and other requirements in addition to the steps for completing and submitting an application in SERVS. This session will be repeated (see dates below) and is primarily for LEA officials and business office staff working with ESSER III funds.
