Thank You Message 

Despite the challenges facing schools this year, you stepped up to make sure that Minnesota students will receive almost $50 million in P-EBT food benefits this month. Millions of more dollars will continue to be issued each month through July.

P-EBT Training Part 3

Register for the P-EBT Follow Up training on Tuesday, April 20, 10-11 a.m.

This training will demonstrate features in the P-EBT portal that allow you to manually add or edit student records. It will also cover program updates and provide answers to common questions.

P-EBT for Early Learning Programs

The U.S. Department of Agriculture (USDA) approved Minnesota's plan to provide P-EBT benefits to a limited number of students in school-based early learning programs.

Please do not share the information below with families. We are informing districts and schools early so you have time to prepare. Information will not be shared publicly for a few weeks in order for the Minnesota Department of Human Services to prepare communications.

Eligibility

Eligibility for early learning students is similar to K-12 criteria.

  • School participates in National School Lunch Program
  • Student is eligible for free or reduced-price meals
  • Student is enrolled in a program that was distance learning or hybrid for the majority of a month

In addition to the eligibility criteria listed above, students may qualify in one of two ways:

Program eligibility
Students must be identified in the Minnesota Automated Reporting Student System (MARSS) as one of the following grade-levels:

  • PA through PJ (Voluntary Prekindergarten)
  • RA through RJ (School Readiness Plus)
  • EC (Early Childhood Special Education)

Note: Only EC students with active Individualized Education Plans (IEPs) and in school-based settings are eligible. You may upload all EC students and have the Minnesota Department of Education (MDE) filter out those who are eligible.

Scholarship eligibility
Students who received an Early Learning Scholarship in 2020 or 2021 are eligible for P-EBT. They must be entered as grade EE in the P-EBT portal. Scholarship eligibility may take the place of free or reduced-price meal eligibility.

Benefits

Benefits for eligible students will be issued back to September.

  • The benefit amount for Voluntary Prekindergarten, School Readiness Plus and Early Learning Scholarship students will be based on the Prekindergarten learning model.
  • The benefit amount for Early Childhood Special Education will be based on the Early Childhood Special Education learning model.

Next Steps

Create your file using the P-EBT Excel Template or add students manually using the Register a Student tab in the P-EBT portal. Include students in Voluntary Prekindergarten, School Readiness Plus, Early Childhood Special Education and those who received an Early Learning Scholarship in 2020 or 2021.

The next deadline is April 30 at 4 p.m. Benefits will be retroactive to September as long as the data is entered by the last reporting deadline of June 30, 2021.
