Special Bulletin for March 22, 2021

Food Distribution Program (FDP)

School Year (SY) 2020-21 Diversion Sweep

As indicated on the February 9 Ready, Set, Shop webinar, the SY 2020-21 U.S. Department of Agriculture (USDA) Foods spring Processing Diversion sweep will take place April 1. The goal of this policy is to reduce or eliminate the number of pounds being carried over to next year. Due to COVID-19 closures and modified meal plans, we did not sweep processor pounds last spring or fall. This resulted in excessive inventory and SY 2020-21 processing truck cancellations. The recovery of pounds is necessary so our 2021-22 processing requests will not be affected. Pounds in excess of 25 percent will be transferred or swept in the state’s account.

The Food Distribution Program (FDP) will reallocate pounds to School Food Authorities (SFAs) that have demonstrated proper utilization or need additional pounds to meet meal plans. We will work with SFAs, processors and brokers to ensure your food service program demands are met. Retention of pounds in the SFAs account will be reviewed on a case-by-case basis. Any remaining pounds at the end of the school year will be carried over to SY 2021-22.

School Year (SY) 2021-22 Spring Store and 2022-23 Future Store Closed March 26

The SY 2021-22 USDA Foods spring store closes Friday, March 26. SFAs may place orders or modify existing orders using the FDP2 platform in the Cyber-Linked Interactive Child Nutrition System 2 (CLiCS2).

Similarly, the SY 2022-23 future store closes March 26. Like last year, the future store is used to estimate our direct delivery canned and frozen fruits and vegetables for the next school year. We report this estimated data to USDA so farmers, growers and suppliers can plan their crops. If completing this store, do not spend the entire estimated entitlement shown. Again, this is only for direct delivery fruits and vegetables. Processing diversion and the Department of Defense (DoD Fresh) Program are not a part of the future store.

Department of Defense (DoD Fresh) Program

We are aware of the catalog and quality issues that SFAs have been experiencing with the DoD Fresh Program. We sincerely apologize for the inconvenience. We have communicated your concerns to the Department of Defense, USDA and the vendor H. Brooks & Company. Ensure you are logging all order shortages and quality issues into your Fresh Fruits and Vegetables Order Receipt System (FFAVORS) account. Also, when emailing us your complaints, include USDA at usdadodfresh@usda.gov. We appreciate your patience and we are working together to make the improvements needed to fulfill program obligations.
