Comprehensive Local Needs Assessment

The Strengthening Career and Technical Education for the 21st Century Act, commonly referred to as "Perkins V," created a new accountability requirement that should be impacting the work you are doing to develop and improve your Business and Marketing programs. The legislation required regular development and submission of a Comprehensive Local Needs Assessment (CLNA) to support data-driven decision-making toward program improvement, alignment with workforce needs, and progress in closing equity gaps in career and technical education (CTE).

Each Minnesota Perkins Consortium conducts a CLNA process and submits findings every two years, with last year's findings being the first submitted under the new law. The intended benefit of reviewing CLNA findings is to create an accurate picture of local CTE programs. This is intended to create opportunities to:

  • Ensure that consortium programs are serving all learners equitably and to enable more intentional direction of resources toward programs that lead to high-skill, high-wage, or in-demand occupations and activities that address equity and opportunity gaps.
  • Align Perkins budget with identified CLNA priorities and make certain programs are aligned with and validated by local/regional workforce needs and economic priorities.
  • Provide a structured way to engage key stakeholders regularly around the quality and impact of consortium CTE programs and systems.

How your programs align to your consortia's CLNA findings – and/or how you are working toward developing stronger alignment – is a key element for the Minnesota Department of Education (MDE) granting approval for Perkins equipment and curriculum requests, as well as approval of annual Perkins consortia plans. If you are not yet familiar with the CLNA findings for your consortia and are not yet using them with your Advisory Committee and other stakeholders, it would be time well spent to begin such review ahead of making plans for the 2021-22 school year and beyond. For information on your consortia's CLNA, contact your secondary Perkins Consortia leader.

Celebrate Career and Technical Education Month!

Minnesota Governor Tim Walz has officially proclaimed February as "Career and Technical Education (CTE) Month." We have collected on Minnesota State's website several resources to help you spread the word about the great CTE work happening in your programs and your schools:
