Gender Identity Data Collection and Reporting

The Minnesota Department of Education (MDE) will be revising data collection systems to allow public school districts and charter schools greater flexibility in reporting students’ gender identity, including the option to designate a gender other than male or female.

Updated Document Available: GEER and ESSER Application and Budget Steps

The GEER and ESSER Application and Budget Steps document on the CARES Act Funding Information page has been updated. The updated version includes more detail on application and draw deadlines, links to new resources for navigating the budget process in SERVS, and revised language reflecting the end of the opportunity to use these funds for SFY20 expenditures.

REPEAT: Comparability Report

Title I, Part A of the Elementary and Secondary Education Act (ESEA) requires that:

  1. Title I funds allocated to schools supplement and do not supplant state and local funds for general education, and;
  2. The district’s allocations of non-federal funds to similar schools are comparable (or equitable). 

In addition to assurances that all districts must submit with the Title I, Part A application, districts with more than one school in a grade span receiving Title I, Part A funds are required to submit the annual comparability report. This applies only to about 15 percent of Minnesota school districts. The report uses staff full-time equivalency (FTE) as the comparability measure.

The report is currently being revised to collect more details about state and local funding sources used to employ school teaching staff and better assure the integrity of the data. When the report is ready, the form and instructions will be emailed to the Program Contact and District/Agency Accountant identified in the Title I, Part A (FIN401) SERVS application.

Please note: The email and report form will be sent only to districts and charter schools required to demonstrate comparability. The 2020-2021 report is due February 1, 2021.
