Proposed Rule for Milk, Whole Grain and Sodium Flexibilities 

A court decision in April 2020 vacated the 2018 final rule titled, Child Nutrition Programs: Flexibilities for Milk, Whole Grains, and Sodium Requirements. The rule previously allowed flexibilities for the National School Lunch and School Breakfast Programs around milk (which also impact the Special Milk Program and the Child and Adult Care Food Program), whole grain, and sodium requirements. Currently, Minnesota Child Nutrition Program sponsors can utilize the previously allowed flexibilities using the nationwide meal pattern waiver without the need for Minnesota Department of Education (MDE) approval. The U.S. Department of Agriculture (USDA) Food and Nutrition Service (FNS) recently released a proposed rule to reinstate these flexibilities and allow public comment through December 28, 2020. To review the proposed language and provide comment, please review Restoration of Milk, Whole Grains, and Sodium Flexibilities.

Child and Adult Care Food Programs

New CACFP Civil Rights Training Knowledge Check

A knowledge check has been added as an optional self-assessment tool for independent learning to go along with the CACFP Civil Rights training. When 80% or more of the questions are answered correctly, then a certificate of completion will be issued.

Food Distribution Program

External User Access for the Cyber-Linked Interactive Child Nutrition System 1 (CLiCS 1) Shut Down

As of November 30, 2020, external users can no longer access CLiCS 1. CLiCS 1 has records for school year 2019-20 and prior. School year 2020-21 records are available in CLiCS 2. The USDA Foods Received Report for the Auditors is still available in the Data Center under Data Reports and Analytics. If more information is needed for previous school years, sponsors will need to email fns.fdp@state.mn.us with their sponsor number, school year, and the specific information needed.

Professional Development Micro-Learning Modules 

The Centers for Disease Control and Prevention developed a series of professional development micro-learning modules to promote clean, safe water access for children in schools. These five-minute modules can be used to meet Professional Standards requirements and help achieve the National School Lunch and Breakfast Programs potable water requirement.
