Reporting In-person Learning with Hybrid Health and Safety Measures
Some schools have consulted with public health officials and determined that they can meet the health and safety requirements that fit under "hybrid" while having all students fully attending in-person learning. In this scenario, the school must report "All In-Person" in the Learning Model Portal. In order to be reported as hybrid, there must be some mix of in-person and distance learning for each student.
Reporting Temporary Shifts In Learning Model
As required by paragraphs 5 and 9 of Executive Order 20-82, any change in learning model must be reported within 24 hours of making the shift. This includes a temporary change, such as a 14-day building closure due to confirmed COVID-19 cases.
Please remember that any shift in learning model should be added as a new learning model. DO NOT EDIT YOUR EXISTING MODEL. The Learning Model Portal is intended to be a record of the learning models that were implemented over the course of the year, so it is important that any shift is added as a new learning model.
Please share this information with your Site Verification Coordinator, who is responsible for entering information in the Learning Model Portal. Ensure this person is also kept up-to-date on any changes in learning models in any of your school buildings so that they can update the portal.
The Minnesota Department of Health (MDH) announced today that it will begin posting on its website COVID-19 cases detected using new antigen testing equipment approved by the FDA under an emergency use authorization. The data on antigen testing shown on the MDH website will be added to the information the department currently reports. Total tests, total cases, total cases by county and test positivity will be broken out by PCR/confirmed and antigen/probable. Demographic data on cases will continue to be combined and include antigen test results. Probable cases are considered cases, so they are now going to be factored into the calculations for county rates. The initial posting will include antigen testing data going back to Sept. 1, 2020.
Minnesota students in the class of 2020 earned an average composite score of 21.3 on the ACT college entrance exam. This score placed Minnesota first among the 17 states where 90% or more of students took the exam, despite a 0.1 point drop in average composite score from the 2019 results. Nationally, 49% of 2020 high school graduates took the ACT, earning an average composite score of 20.6.
The majority of the class of 2020 took the ACT by fall 2019, before the COVID-19 pandemic. It is too early to determine how the pandemic will affect ACT testing and scores of future graduating classes. Read the full press release.
Annual Immunization Status Report and Infectious Diseases in Minnesota Schools
MDH recently sent the annual communication below to school nurses/school health personnel. Please make sure the school nurse for your institution received the message.
The School Health Personnel Immunization and Disease Reporting website is organized to provide school nurses with the information they need to implement the Minnesota school immunization law, report diseases, and provide related information to students and families.
School nurses and school heath personnel need to:

Complete the Annual Immunization Status Report (AISR) by February 1, 2021.

Report diseases to MDH.

Reminder: Compulsory Instruction Compliance Reporting Deadline is December 1
Per Minnesota Statutes, section 120A.24, subdivision 4, superintendents must make an annual report to the commissioner of education by December 1, 2020 of the total number of nonpublic education children – regular nonpublic school and homeschooled students -- reported as residing in the district as of October 1, 2020.
