Preparation for Perkins Program Approval

Stakeholder Engagement

Business teachers and school leaders provide information to the Minnesota Department of Education (MDE) every five years as part of the Perkins Program Approval process toward achievement of three broad goals: (1) identifying opportunities for growth and improvement; (2) accountability for including required components in all Career Technical Education (CTE) programs; and (3) delivering CTE programs that prepare students to successfully enter career opportunities or postsecondary education after high school graduation.

Required elements that MDE looks for during the Program Approval review process include:

  • Teacher(s) holding appropriate CTE license (those include 140050, 140710 and 040800 – plus one of several licenses for schools running business work experience programs)
  • Course alignment with Minnesota Frameworks for Business, Marketing and Information Technology (updated Frameworks and a revised Table C will be released this spring)
  • Course alignment which offers students opportunities to earn postsecondary, technical skill assessments (TSA), and/or industry-recognized credentials
  • Advisory Committee with 50+ percent membership from business/industry
  • Providing student leadership development opportunities for all students (through DECA/BPA, embedded classroom activities, etc.)
  • Providing career development activities – awareness and preparation for career pathway job titles

Schools in four Perkins consortia will take part in Program Approval for 2019-20:

  • Dakota County
  • Minnesota West
  • South Central
  • South Metro

MDE specialists will offer training and technical assistance this spring and summer as teachers prepare syllabi and forms for submission. If you have any questions, contact your Perkins Consortia Leader or MDE Business and Marketing Specialist Dean Breuer.

Work-Based Learning and Perkins V

Work-based learning is an increasingly popular strategy for learners to reinforce and deepen their classroom learning, explore future career fields and demonstrate their skills in an authentic setting. In addition, the Strengthening Career and Technical Education for the 21st Century Act (Perkins V) features a formal definition of work-based learning and references it throughout the law.

AdvanceCTE has developed a set of resources to help states and schools chart a course to expand access to high-quality CTE programs of study and increase access to work-based learning opportunities. They include:

Business Sector Data Sheets Available
