State Purchase Threshold Raised for Public Schools

The Uniform Municipal Contracting Law (Minnesota Statutes, section 471.345) was revised to raise the state procurement threshold for sealed bids from $100,000 to $175,000. This applies to contracts that public schools enter into after August 1, 2018.

New threshold requirements:

  • Contract that exceeds $175,000: Sealed bid procedures including advertisement are required.
  • Contract up to $175,000: Competitive quotes may be obtained instead of sealed bids.
  • (For purchases up to $10,000, public schools may continue to use non-competitive “micro-purchase” procedures as allowed by federal regulations.)

Food Distribution Program Announcement

The fall surveys for USDA Commodity Foods will be open from August 30 through September 17. National School Lunch Program participants with remaining SY19 entitlement funds can survey for offered USDA Regular foods, Net Off Invoice (NOI), Fee for Service (FFS), and Department of Defense Fresh Produce (DoD).  Items ordered from this survey will being arriving between late October to early November. Access the fall surveys in the Cyber-Linked Interactive Child Nutrition System (CLiCS):

  • Log in to CLiCS 1 via the CLiCS Welcome Page.
  • Select the “Food Distribution+” navigational menu.
  • Select the “Survey Mgmt” sub-menu.
  • Select the tab labeled “Commodity Survey” for the following distribution channels: Regular USDA Foods, DoD Fresh Survey, Fee for Service and Net Off Invoice (if applicable).
  • In “Search Criteria,” enter “Year” 2019.
  • Select “Search.”

Sponsor entitlements have been adjusted to account for commodity Items not ordered from last spring’s surveys. You can view the 2018-19 fall bulletin found on our website to see a listing of items not ordered due to a lack of demand. 


Celebrate Farm to School Month

October is farm to school month – a time to celebrate the connections that are happening all over the state between schools and local food! Get ready and join the celebration. October is right around the corner, so check out the Farm to School Month opportunities and what works for you and your school. 


Tuesdays @ 2 Webinars

A variety of topics will be offered during this year’s Tuesdays @ 2 webinar series. All webinars begin at 2 p.m. and will be 30-60 minutes in length, unless otherwise noted. Registration and session information will be posted on the Training: School Nutrition Programs webpage.


September 11 – Afterschool Snack Program

School sites participating in the National School Lunch Program (NSLP) are eligible to receive reimbursement from the United States Department of Agriculture (USDA) for afterschool snacks served to children in afterschool educational or enrichment activities (such as mentoring or tutoring programs). This session will provide an overview of the requirements for participation in the Afterschool Snack Program.

September 18 – Farm to School

What is Farm to School and how can my school get involved? Learn about the USDA Farm to Child Nutrition Toolkit and Planning Guide and other resources to help guide you through the process. There’s even funding options available – learn about the Minnesota Department of Agriculture farm to school grant. The session will also provide details on all the fun events happening around Minnesota during the farm to school month of October!

September 25 – Welcome Back! Dialogue with Deb
