2018-19 Renewal of Contracts for Vended Meals

Updated templates for renewing vended meals contracts for 2018-19 are available on the Minnesota Department of Education (MDE) website.

General information for renewal of contracts for vended meals:

  • A current contract for vended meals may be renewed effective July 1, 2018, if both parties agree to renew and the contract has not already been in effect for five years (the original contract plus four one-year renewals).
  • The maximum allowable increase for 2018-19 meal prices is 1.9 percent of 2017-18 meal prices.

To renew a contract for vended meals for 2018-19:

  • Summer Food Service Program (SFSP) – Complete the 2018 SFSP Renewal of Contract for Vended Meals to renew a contract effective July 1, 2018.  Upload a copy of the contract renewal in the 2018-19 SFSP application in CLiCS, which is open now.
  • School Nutrition Program (SNP) – (a) Complete the 2018-19 SNP Renewal of Contract for Vended Meals to renew a contract effective July 1, 2018. Upload a copy of the contract renewal in the 2018-19 SNP application in CLiCS when the application opens in May 2018. (b) Before renewing a contract for next year, the school food authority must check that it has or will receive, full credits for USDA Foods during the current contract year. A school food authority may use the Reconciliation of Credits for USDA Foods form, or keep equivalent records, to show that the school food authority received full credits for the current contract year. Maintain the documentation on file; do not upload the documentation to the 2018-19 SNP application in CLiCS.
  • Child and Adult Care Food Program (CACFP) – Complete the 2018-19 CACFP Renewal of Contract for Vended Meals to renew a contract effective July 1, 2018. Upload a copy of the contract renewal to the 2018-19 CACFP application when the CACFP application opens in July 2018.

2018-19 Renewal of Food Service Management Contracts

To renew a food service management contract for school year 2018-19:

  • A food service management contract may be renewed for school year 2018-19 if both parties agree to renew and the contract has not already been in effect for five years (the original contract and four one-year contract renewals).
  • 2018-19 meal prices or administrative fees in contracts may increase up to 1.9 percent of 2017-18 prices or fees.
  • To renew a contract, use the 2018-19 Renewal of Food Service Management Contract template.
  • Before renewing a contract, the school food authority also must complete a Reconciliation of Credits for USDA Foods form to show that the school food authority has or will receive full credits for USDA Foods during the current contract year. For a fixed-price contract, the credits must reduce the total amount due to the company for the current year. For a cost-reimbursable contract, the credits show the amount that USDA Foods have reduced the company’s reimbursable costs during the current year.
  • Upload the two completed documents, the 2018-19 Renewal of Food Service Management Contract and the Reconciliation of Credits for USDA Foods, together to mde.fsmc@state.mn.us. Indicate in the subject line that the message is for renewal of a contract.
  • Allow up to two weeks for MDE review. After MDE has reviewed the contract information, and the 2018-19 SNP application in CLiCS has opened in May 2018, MDE will upload the contract renewal information in CLiCS. If MDE determines that the contract may not be renewed, the school food authority must competitively procure a new food service management contract for 2018-19.
