You're Invited: Multifamily Consolidated RFP and Technical Assistance Kickoff Event
In preparation for the 2022 Multifamily Consolidated RFP/2023 HTC Round 1, you're invited to a virtual Consolidated RFP and Technical Assistance (TA) kickoff event on Tuesday, April 19 and Wednesday, April 20.
The first session on Tuesday, April 19 will focus on emerging developers and those that are new to the Minnesota Housing Consolidated RFP. The presentation will include an introduction to the Consolidated RFP and the following related topics:
- Underwriting
- Low Income Housing Tax Credit (HTC)
- Housing Infrastructure Bonds (HIB)
- Supportive Housing
The second session on Wednesday, April 20 will focus on Multifamily Consolidated RFP updates.
Agendas for both sessions will be available after you register (see below).
NOTE: The Consolidated RFP and TA kickoff is not a replacement for more focused, project-specific TA. Minnesota Housing recently rolled out a new TA request form so please complete and submit the Technical Assistance Request Form and you will be connected with a staff person who can discuss specifics about your proposal and answer your questions.

Tuesday, April 19 from 9:30 a.m. – 11:45 a.m. Wednesday, April 20 from 10:00 a.m. – 12:00 p.m.
If you're unable to attend either day, sessions will be recorded and available on Minnesota Housing’s website at a later date. An agenda will be available after you have registered.
2023 Geographic Priorities Data Updated and Available Methodologies
The data for the 2022 Consolidated RFP/2023 HTC program year is now available. Methodologies have been updated to reflect the most current data sources. Communities that did not previously meet criteria were added if they now meet the thresholds with the updated data. No communities were removed from the originally published methodologies.

Returning Applicants: We recognize applicants often select a location for their projects based on Minnesota Housing’s geographic priorities. We also understand that applicants may apply more than once for funding. Because of this, we will allow applicants who applied but were not selected for funding in the 2021 Multifamily Consolidated RFP/2022 HTC Round 1 and/or 2022 HTC Round 2 to reapply and use geographic scores from the prior year. Refer to the Methodology Table for additional details.
New Applicants: In 2022, new applicants must use the 2022 Consolidated RFP/2023 HTC geographic scores. The ability to use the prior year’s geographic scores only applies to applicants that previously applied and who were not selected for funding.

2022 Multifamily Consolidated RFP/2023 HTC Round 1 Application Dates
The expected dates for the 2022 Multifamily Consolidated RFP/2023 HTC Round 1 are listed below.

Wednesday, April 13: Consolidated RFP published and Intent to Apply and application materials available in the Multifamily Customer Portal

Thursday, April 28 at noon: Pre-application for Innovative Construction Techniques and Section 811 PRA due

Thursday, May 5 at noon: Applicants will be notified of Innovative Construction Techniques and Section 811 PRA Program eligibility

Thursday, May 19 at noon: Intent to Apply deadline – required for all Multifamily applications (date may change based on state legislative actions). Please be aware that projects that do not meet this deadline will not be able to apply.

Thursday, July 14 at noon: Multifamily application deadline

December 15: Minnesota Housing board meeting to approve selections
