Governor Dayton Orders Flags Flown at Half-Staff in Honor and Remembrance of Reverend Billy Graham
ST. PAUL, MN – In accordance with a proclamation issued by President Donald Trump, Governor Mark Dayton has directed all United States flags and Minnesota flags be flown at half-staff at all state and federal buildings in the State of Minnesota, from sunrise until sunset, on Friday, March 2, 2018 in honor and remembrance of Reverend Billy Graham.
The Billy Graham Evangelistic Association (BGEA) was founded in Minneapolis in 1950 by Reverend Graham. The BGEA remained in Minneapolis until 1999 when it moved to Reverend Graham’s home state of North Carolina. Reverend Graham also served as president of the University of Northwestern – St. Paul between 1948 and 1952.
In keeping with appropriate flag etiquette and U.S. Code, Minnesota Governor Mark Dayton may order the state flag to be flown at half-staff under very limited circumstances. He may also order the national flag to be flown at half-staff on state property only. A state flag on state property is required by law to be flown at half-staff if the national flag is flown at half-staff.
