We are glad to see Riverland’s Albert Lea project included in the governor’s proposal, and we believe the renovations at the college will not only strengthen the school but also the community.
We encourage legislators in both the House and Senate to also support this project, but at the college’s full request of $10.1 million.
On top of the Riverland project, we hope Dayton and legislators will consider Albert Lea’s other bonding requests.
The first is for the last step to complete the Blazing Star Trail from Myre-Big Island to Hayward.

Gov. Mark Dayton urged skeptical lawmakers Tuesday to borrow $1.5 billion to fund overdue improvements to college campuses, water infrastructure and various other public constructionprojects, a request nearly twice as large as his administration estimated last month.
The so-called bonding bill will be a marquee item for the coming legislative session when lawmakers return Feb. 20. And in his last chance to fund a backlog of public works proposals before leaving office early next year.

Gov. Mark Dayton earmarked $20.7 million for St. Cloud projects in a $1.5 billion bonding proposal released Tuesday.
The funds would go toward the St. Cloud prison and the National Guard armory. Dayton's proposal also includes $20 million for the state's Rural Finance Authority, which provides credit for Minnesota farmers.
"We'll certainly be scrutinizing the proposal," said Rep. Jim Knoblach, R-St. Cloud, chairman of the Ways and Means Committee.
The governor's proposal shows his priorities. It's almost twice the amount of bonding laid out in the budget forecast, Knobloch said.

Minnesota Farmers Union leaders are gearing up for the 2018 state legislative session that gets underway next month. Government Relations Director Thom Petersen says they were at the state capital this week indicating their support for Governor Mark Dayton’s bonding proposal. He says it has several funding components important for agriculture.
He says given the depressed state of the ag economy, more funding for the Rural Finance Authority is badly needed.
Petersen says he’s aware Republicans have balked at the $1.5 billion cost of the bonding proposal. However, his group will work with the Governor and others to get backing for the plan.

Governor Mark Dayton on Tuesday introduced a $1.5 billion public works proposal that would make urgentlyneeded investments to build world-class colleges and universities for Minnesotans, and improve and repair state buildings and other critical infrastructure across the state.
Given the significant need for investments in higher education institutions statewide, Governor Dayton’s proposal would invest $542 million at the University of Minnesota and Minnesota State campuses. An additional $998 million would be directed to improving state buildings, building affordable housing, repairing clean water infrastructure, and other infrastructure projects across Minnesota.

One of the big winners is Rochester Community and Technical College. The governor's plan includes more than $15 million to demolish aging Plaza and Memorial Hall and renovate existing academic buildings. Overall, the governor's bill set aside $542 million for improvements at the state's higher education institutions.
The governor's plan also calls for more than $10 million to expand the National Eagle Center and make improvements to riverfront infrastructure in the city.
Several other state-owned facilities in southeast Minnesota would also receive upgrades under the governor's proposal. His plan includes $4.5 million to renovate the Department of Natural Resource's Lanesboro Hatchery and $2 million for the Crystal Springs Hatchery in St. Charles, $1.1 million to preserve Historic Forestville in Preston, and $2.1 million for deferred maintenance at Minnesota Correctional Facility — Red Wing.
