Project description: Bailey Nurseries proposes to develop approximately 184 acres into mixed residential, retail, and business park land uses. The proposed project will construct up to 360 attached residential units, 89,600 square feet of retail, and up to 660,400 square feet of business park (e.g., light industrial, warehousing). Approximately 29 acres of Public/Semi-Public recreational area will also be included in the project area. The project includes a phased extension of Century Avenue (CSAH 25) from Bailey Road (CSAH 18) north to its existing termini at Carver Avenue (CSAH 43). One full-access intersection will be added to Bailey Road (CSAH 18) at the proposed Century Avenue (CSAH 25) intersection. Project description: The AUAR study area includes 30 parcels that comprise approximately 808.2 acres in Andover, Anoka County, Minnesota. The study area is undeveloped and has historically been in agricultural use including vegetable fields and sod farming. Artemis Development Company is proposing to phase development of the study area to convert the existing farmland into a master planned residential and commercial development over the next decade. Scenario 1 proposes uses that are consistent with the Andover 2040 Comprehensive Plan which guides the entire study area for one residential unit per 10 acres for a total of approximately 80 residential units. Scenario 2 generally reflects the developer's concept plan that includes a mix of residential uses and approximately 30 acres of commercial land to be served by municipal services. DNR proposes to update the Public Waters Inventory for Brown County
Notice description: The Minnesota Department of Natural Resources (DNR) is seeking public comments on its proposal to update the Public Waters Inventory (PWI) for Brown County. In 2024, the Minnesota Legislature enacted Minn. Stat. § 103G.201 (f) which directed the DNR to update the state's PWI. The DNR has prepared a map and list of preliminary corrections which will update the PWI for Brown County. The map and list of preliminary corrections can be viewed on the PWI Update project webpage. The DNR will provide a 60-day public comment period and host a public meeting in the county to obtain feedback on the preliminary corrections.

Notice of Final Permit Decision - Mankato-Mississippi 345 kV Transmission Line project
Notice description: Mankato-Mississippi 345 kV Transmission Line Project in Southeast Minnesota. On April 14, 2026, the Minnesota Public Utilities Commission issued two permits in the following dockets: E-002/CN-22-532 and E-002/TL-23-157, In the Matter of the Application of Xcel Energy for a Certificate of Need and Route Permit for the Mankato-Mississippi 345 kV Transmission Line Project in Blue Earth, Le Sueur, Rice, Goodhue, Olmsted, and Wabasha counties. Northern States Power Co., d/b/a Xcel Energy (Xcel Energy) applied to the Minnesota Public Utilities Commission (Commission) for a certificate of need and route permit to construct the Mankato to Mississippi River 345-kilovolt (kV) Transmission Line (MMRT Project), a new approximately 130-mile 345 kV transmission line between the Wilmarth Substation in Mankato, Minnesota and the Mississippi River near Kellogg, MN and a new, approximately 20-mile 161 kV transmission line north of Rochester, Minnesota.
