Notice description: On April 14, 2026 , EQB received notice from the City of Monticello (the designated responsible governmental unit) that environmental review has already been completed for the Monticello Technology Campus project and therefore the petition will not be considered for this project (Minn R. 4410.4600 Subp. 2 E).
On April 14, 2026 EQB received notice from the City of Monticello (the designated responsible governmental unit) that no permit applications had been submitted for the Scannell Technology Park project. Per the requirements in Minn R. 4410.1100 Subp. 9, the petition will remain in effect for one year from the date on which it was deemed complete by the EQB (March 9, 2026). During that time, a prohibition on final governmental decisions (Minn.R 4410.3100) remains in effect for any proposed project for which the nature and location is substantially similar to the project identified in the petition.

Project description: Twin Cities Land Development is proposing to develop an approximately 140 acre parcel of land located in the City of Greenfield at the northeast quadrant of State Highway 55 and Dogwood Street (CR 92). The proposed development would be a phased development consisting of approximately 200 single family detached homes and 450 units of attached housing product (townhomes and apartments, approximately 30 acres of commercial uses and associated parks, roads, trails and infrastructure to serve the development. The development is expected to build out in phases over a 5-6 year period.

Project description: Tillman Infrastructure proposes to build a new 355' telecommunication guyed tower for Verizon Wireless and additional future carriers. The proposed tower will have a 7.5' raised platform for all ground equipment so it will be above the flood plain. Additionally, a new gravel driveway will be installed to give access to the proposed tower site.

Project description: U.S. Steel is proposing to modify its existing Tailings Storage Facility for its Keetac taconite mining operation in St. Louis and Itasca Counties. Activities would involve vertically raising the existing dams and dikes using downstream and modified centerline construction methods, that would extend the dam and dikes beyond the current tailings storage facility's footprint. The Project would also involve constructing a new access road, as well as new industrial building and infrastructure for tailings separation and tailings dewatering. The infrastructure would produce coarse tailings for use in dam and dike construction and thickened fine tailings for discharge to the tailings storage facility. The project proposes revisions to the existing tailings basin, but there are no proposed revisions to mining activities or taconite processing facilities. U. S. Project description: The Opus Study Area is approximately 580 acres located in the southeastern corner of the City of Minnetonka, generally bounded by TH 62 and the City of Eden Prairie to the south, TH 169 and the City of Edina to the east, Smetana Road and the City of Hopkins to the north, and Shady Oak Road (CR 61) and the western edge of Section 36 to the west. The 2021 AUAR evaluated two development scenarios. Scenario 1 is generally consistent with the growth planning within the City's 2040 Comprehensive Plan and has not changed. Scenario 2 reflects a more development-intensive land use plan than Scenario 1.

The EQB Monitor is a weekly publication announcing environmental review documents, public comment periods and other actions of the Environmental Quality Board. The EQB Monitor is published every Tuesday at noon. Submissions to the EQB Monitor are due by 4:00 p.m. on the Tuesday one week prior to the intended publication date.
