Driver Exam Program Manager 

Location: Twin Cities
Division: Driver and Vehicle Services (DVS)

This position has the administrative responsibility to manage the examining functions of driver’s licensing, including commercial driver’s licenses and field supervision. The position oversees regulation of driver training schools and administration and auditing of the third-party testing program. Driver exam staff who report to this position also inspect licensed motor vehicle dealers and salvage and reconstructed motor vehicles.

Radiological Emergency Preparedness and Geographic Information Systems

Location: St. Paul
Division: Homeland Security and Emergency Management (HSEM)

In this position you will have the opportunity to help train local first responders to effectively and efficiently safeguard their jurisdictions in the unlikely event of an incident at a nuclear power generation plant.  You will also have the opportunity to assist citizens in their response and recovery from natural or human caused disasters.

This position exists to enhance and coordinate the state and the local governments Radiological Emergency. Preparedness and Geographic Information Systems in their efforts to protect the public in the event of a nuclear power plant incident/accident through coordinated planning, training, exercising and map development.

This position enhances a well-developed and integrated Radiological Emergency Preparedness (REP) GIS program by providing technical expertise and leadership and coordination to state and local emergency management staff in order to ensure compliance with current and new federal and state requirements for nuclear power plant preparedness. To ensure that HSEM supports state and local REP activities by establishing priorities, developing goals, coordinating and assisting in map development, geospatial information analysis and emergency response training. This position will also be responsible for coordination, enhancement and updating of radiological preparedness base maps and geospatial information systems.

OJP Community Specialist

The Community Specialist is responsible for coordinating with all units within the Office of Justice Programs (OJP) to institutionalize community involvement in OJP processes, creating and implementing a communications plan, creating and updating targeted strategies for communicating OJP resources, crime victim assistance, and opportunities to diverse and varying audiences based on community input, metrics, and changing needs and resources. Large Project and Single Audit Specialist

This is a great opportunity to assist local jurisdictions in Minnesota to gain reimbursement for eligible expenses incurred as a result of man-made or natural disasters.

This position exists to provide technical assistance to applicants, and program management and implementation of project closeout activities of the Federal Emergency Management Agency's (FEMA) Public Assistance (PA) Program. The incumbent is responsible for closing PA large projects, serving as the subject matter expert for large project closeouts, providing training to Public Assistance and Applicant Services (AS) staff, and assisting applicants in meeting the closeout requirements of the PA program for both federal and state funds.

The incumbent is responsible for completing single audit requirements and serve as the subject matter expert to train PA and AS staff in all aspects of the single audit program.

Forensic Laboratory Technician

This announcement will be used to fill one vacant position at the Management Analyst 1 / Forensic Laboratory Technician 1 OR Management Analyst 2 / Forensic Laboratory Technician 2 level in the Forensic Intelligence Response Support & Testing (FIRST) Section of the BCA Forensic Science Services in St. Paul, MN.  The FIRST Section expands the BCA’s current capacity for front-end forensic testing such as collection of DNA, serial number restoration, handling firearms, and entering firearms evidence into the National Integrated Ballistics Information Network (NIBIN).

This is a full-time permanent position that will provide technical support and analysis to the forensic scientists and external customers of the BCA Forensic Science Services.  As a Forensic Laboratory Technician, this individual’s duties will include processing of physical evidence utilizing standard laboratory methods and procedures, providing ongoing support and quality control to prepare and maintain chemical reagents and apply them per standard methods and procedures, and ensuring evidence submitted to the BCA Forensic Science Services is properly received and recorded in the Laboratory Information Management System (LIMS).  These activities will be conducted in adherence to the agency policies and procedures in a manner that embodies the mission, vision, and values of the MN BCA.

Individuals in this position may be eligible to participate in crime scene processing training for inclusion in the Crime Scene Response Program.

The job includes time on fire scenes conducting investigations, scene exams and witness interviews to days in a office environment writing and reviewing technical reports to move cases forward. It is the expectation of this position to become certified in either the International Association of Arson Investigators (IAAI) as a Certified Fire Investigator (CFI) or National Association of Fire Investigators (NAFI) - Certified Fire/Explosion Investigator (CFEI).

This position will have the opportunity to build relationships within the fire service and fire service stakeholders' community. Collaborative work with Minnesota fire departments, fire chiefs and law enforcement officials. Daily tasks can be very different from day to day and add a variety to the normal "day in day out" type work.

Business Liaison

Location: St. Paul

Under limited supervision this position determines and establishes methods and procedures based on the interpretation of rules, statutes, and administrative procedures to identify solutions and business and operating processes for DVS business partners. The specific areas will include both deputy registrar and dealer operating and business processes, not limited to information management, business and legislative policy, financial analysis, procedure development and interpretation, process and procedure identification, analysis of compliance determinations and evaluation of areas of improvement.

This is a highly visible position that requires expert level experience and professional skills. Due to the visibility of the position the indirect impact will affect all of DPS, not only DVS. The position will require continuous skills in the identification of work processes and understanding of the overall impact on both the general public, as our customer and the impact on business processes, procedures and standards.

This position will be responsible for the collection of information and data for reports and program analysis. This position includes analysis to determine site visits, development and implementation of training, audits, and investigation of operations to identify areas of improvement or alleged misconduct. This position will involve travel statewide between deputy registrars and dealers in the state of Minnesota

FAS Program Administrator

This position provides program management and administration of the agency's employee metro pass, parking programs, the agency Gift Acceptance Program, and various other reimbursement programs as directed by the Office of Fiscal and Administrative Services (FAS) leadership.

At the direction of the Procurement Director, responsible for back up procurement responsibilities such as contracting, purchasing, providing purchasing assistance and guidance to agency purchasers and purchasing approvals to ensure purchasing is in accordance to applicable policies and procedures. In addition, is assigned timekeeper duties for the division level payroll.

This position is the lead worker for the FAS Office Administrative Services Intermediate and provides back up to the main reception desk when needed. Position is also the content administrator for the division's internal and public facing websites.

Grants Coordinator

The Grant Coordinator hired through this announcement will be hired as Office of Justice Programs staff and will transfer to the Department of Children, Youth and Families in June 2025.

The Office of Justice Programs (OJP) at the Department of Public Safety provides leadership and resources to reduce crime, improve the functioning of the criminal justice system, and assist crime victims. The Office of Justice Programs is seeking engaged and innovative individuals to administer state and federal grant programs relating to violence prevention and intervention, youth intervention, criminal justice, restorative practices, and juvenile justice. These positions will manage and monitor state and federally funded grants and provide information, support, training, and technical assistance to grantees.

Key responsibilities of the positions may include, but are not limited to:

  • Manage and monitor a portfolio of state and federally funded grants.
  • Provide comprehensive grant program administration including development of new grant programs or modification of current grant programs and the execution of competitive funding processes.
  • Manage federal grant programs.
  • Lead special projects to improve the efficacy, efficiency, and compliance of grants administration and access to grant programs.
  • Develop and execute community engagement with and training and technical assistance to potential grant applicants, grant applicants, grantees, community groups, and other stakeholders regarding funding opportunities and grants administration.
  • Development, implementation, and communication of policies, procedures, and processes related to grants administration.
  • Provide high levels of customer service and technical assistance to grantees and potential grantees.

This position exists to advance the Department of Public Safety's mission to protect people and property in Minnesota through prevention, regulation, information and service. This position acts as the primary public contact point for driver evaluation and assists customers by providing accurate information in person and processing customer requests, problems or questions regarding all phases of driver licenses. Other tasks include directing customer to a driver improvement specialist, balancing receipts, directing work to other units, processing customer payments, entering insurance information, closing license withdrawals, and processing incoming correspondence received by mall, fax, or other delivery methods.

MMIR Victim Specialist

The position of Victim Specialist of the Missing and Murdered Indigenous Relatives (MMIR) Office, under administrative direction is responsible for the direct services provided to individuals, families and community; support the community-level response to MMIR violence, awareness and prevention; effectively communicates with other service providers within Minnesota’s Tribal Nations, Bands, and Communities; federal, state, and local law enforcement; federal and state agencies; and community based organizations and advocates; provides victim services and resources; assists in developing and providing training on MMIR violence to the agency's staff, and to other agencies and professionals; assists in educating the general community on issues relating to MMIR violence; to work with other agencies to coordinate services and to prevent MMIR violence; and perform other duties as assigned.

Business Relations Program Director

The Business Relations Program Director is responsible for managing the Business and Community Relations program areas of DVS. This position manages the oversight, maintenance and enhancements to the MNDRIVE system, project management, and Deputy Support teams at DVS. It defines and guides the planning and coordination for implementing strategic goals and objectives in DVS’ business and operational procedures. In addition, this position is responsible for fostering collaboration and building relationships with our business partners, while balancing accountability and the regulatory functions of this program area.

This position provides structure, organizational management, business representation, and service to the division on critical communication and service delivery systems. This position works collaboratively and closely with the other Division Program Directors. Additionally, this position will promote collaboration and teamwork across all internal teams including other divisions, MN.IT@DPS, and MN.IT Central.

This position promotes good stewardship of state resources, balances operational efficiency, and standardization with flexibility and customer service.

In addition, this position will provide direct oversight to service units within the division. This position will negotiate relevant business service level agreements with all customers and be responsible for ensuring individual unit performances deliver on agreed goals. This oversight will include employees represented by MMA, MAPE, and AFSCME.
