Cost Survey
Dear mental
health provider partners:
The Minnesota
Legislature is asking whether your Medical Assistance reimbursement rates are
adequate to sustain mental health services in all parts of the state. I am
writing today to ask for your participation in a cost survey designed to reveal
which mental health payments are covering your service delivery costs—and which
ones are falling short.
A simplified
cost survey was created to encourage your participation and further the study
by collecting the evidence of actual costs. DHS has worked with the Minnesota
Association of Community Mental Health Programs (MACMHP) and Mercer Health to
reduce your time commitment and produce more credible cost data.
Unfortunately,
responses received from last November’s cost report were too few to provide
conclusive results. If you participated in the first survey—thank you! Your
previously submitted data is being used in a preliminary findings report. Your updated
cost data would be extremely helpful in the Phase 2 collection of information.
Purpose of 2017 Phase 2
Cost Survey
For years,
providers have been telling us that MA rates don’t cover the costs of service
provision. The 2015 Legislature directed DHS to study various methods for
setting MA rates and report back with recommendations that provide adequate
reimbursement to sustain community mental health services across the state.
Therefore, DHS is studying mental health payment rates to learn providers’
actual costs to deliver each of the key outpatient and rehabilitative services.
DHS will use
the cost data to better understand and determine the approximate cost of
delivering behavioral health services to Medicaid recipients in Minnesota. This
Cost Survey will not be used to set any prospective rates for providers.
Rather, the data collected will be used by DHS to inform potential improvements
to the rate setting methodology.
Only mental
health providers can produce the financial evidence needed to show the
Legislature whether MA payment rates cover your actual costs to provide mental
health care to people in your community.
- Do
Medical Assistance payment rates cover the costs of providing high-quality
care?
- Can
you deliver evidence-based practices for the current MA reimbursement
rates?
- Can
you afford to pay your therapists to see clients in their homes?
- Rule
47 requires a comprehensive Diagnostic Assessment for children and adults
with mental illness or co-occurring conditions. Does MA pay for a thorough
assessment of a complex condition?
- Which
mental health services cover your costs to deliver them?
Who Should Participate
All Minnesota
Medicaid-enrolled providers that provide behavioral health services to Medicaid
beneficiaries should participate. Instructions for completing the cost survey
will be provided by WebEx on July 17, 2017 from 1-3 p.m.
Webinar
