June 10: MinnesotaWorks.net is retiring; CareerForce.MN.gov Will be the Official State Labor Exchange
The state labor exchange officially transitions from MinnesotaWorks.net to CareerForce.MN.gov next week – this transition is called the cutover. As of June 10, MinnesotaWorks.net will no longer be publicly available.
If a person goes to MinnesotaWorks.net after the cutover on June 10, they will be automatically redirected to CareerForce.MN.gov.
Changes prior to June 10 During the time leading up to the cutover, there are changes to Unemployment Insurance work search plan requirements, event management and recording services. View information below about some of the key changes.
Minnesota Unemployment Insurance applicants are now required to create an account on CareerForce.MN.gov as part of their work search plan. As of May 20, people receiving Unemployment Insurance benefits are no longer required to create an account on MinnesotaWorks.net.

Note that after cutover, job seekers will be prompted to create a LoginMN account, so if they create a CareerForce.MN.gov account now they should use the same email address to create their LoginMN account after cutover, to ensure their existing account is matched up with the account accessible via the LoginMN login.

If a person has a resume saved on MinnesotaWorks.net, they must download it and save it elsewhere before June 10 if they wish to keep it.

Public-facing communications
Communications with job seekers started earlier this spring. Communications with employers about the retirement of MinnesotaWorks.net and the need to switch over the CareerForce Post-a-Job platform have been underway for nearly a year.
If you're working with employers who are still using MinnesotaWorks.net to post their open positions, please remind them to set up their Post-a-Job account right away.

 CanTrain Grant Awards
Congratulations to those who received awards for the CanTrain Competitive grant! CanTrain provides grants to eligible organizations to create and implement workforce development to provide support, navigation services, and training to individuals leading to a relevant career in the legal cannabis industry.
Tips/Tricks/Reminders
Reimbursement Payment Requests (RPRs) and Source Documentation
Section 4.4 of ACP contracts requires that RPRs be submitted in a timely manner and include any additional documentation requested by the State. Coordinators may request a General Ledger and/or other supporting documentation for any expenses included in a monthly RPR to verify reported costs.
Grants Ending June 30, 2026 - Reimbursement Payment Requests
The final RPR/FSR for contracts ending June 30, 2026 is due no later than July 20, 2026. Revised or supplemental RPR/FSRs will also not be accepted after this deadline, so please ensure all contract expenses are submitted by that date. Funds associated with these contracts ending June 30, 2026 will not be available beyond July 20, 2026.
Grants Ending June 30, 2026 - Data Entry and Final Report
- All Workforce One data entry must be completed within 45 days from the end date of the contract.
- All participants must be exited from the program in Workforce One by Friday, August 14, 2026.
- Your Final Grant Report is due July 30, 2026.

One of Communities Advancing Prosperity for Immigrants’ (CAPI) most notable successes has been supporting S.L., a 45-year-old African American woman who completed the Property Maintenance Program in April through the Transformative Career Pathways Workforce grant. S.L. consistently demonstrated punctuality, active engagement, and a willingness to contribute thoughtful insights during class. She was a strong and dependable presence throughout the course. Salma, the Career Pathways Navigator, encouraged S.L. to apply for a position with Sherman Associates, one of CAPI’s employer partners. At the time, S.L. was working as a PCA while also caring for her son, who has high medical needs. She was seeking a job that would provide more financial stability and allow her to transition out of overnight shifts. S.L. applied for a position with Sherman Associates and successfully advanced to the second round of interviews. Although she wasn’t selected for that initial role, her professionalism left a strong impression. The hiring team referred her to a different, but similar, opening within the organization—and she was hired. S.L.’s new position increased her hourly wage from $22 to $27. Her dedication, resilience, and hard work were evident throughout the program, and CAPI was proud to see her land a role that offers both fulfillment and stability.

 Upcoming DOL Monitoring:
- The U.S Department of Labor will be conducting an in-person monitoring of WIOA Dislocated Worker and Adult Program during the week of June 29th, 2026.
- Several local areas will be selected for a visit. We will notify selected areas as we receive more information.
DW Spring Webinar:
- Thank you to those who attended the Spring DWFAP webinar! We had more than 190 individuals attend the webinar and look forward to hosting more informational webinars.
WIOA Adult, WIOA DW and State DW
- PY23 Reallocations must be expended by June 2026, there will be no extension for reallocations.
- PY24FY25 funds must be spent out by June 30, 2026.
- Cost category adjustment is allowed on the final Reimbursement Payment Request (RPR) if the total expended does not exceed the total approved budget. However, the Admin cost category cannot exceed 10% of total reimbursed.
- Remaining funds will be reallocated to Local Areas that have spent out their PY24 funds.
- PY25/FY26 Carry Forward Requests - Thank you for submitting your requests! Approval notifications will be sent out soon. Please keep the approval letters with your contracts.

Minnesota Job Skills Partnership Board:
Policy
- The DWFAP team published two new Technical Assistance Bulletins (TABs) on May 8, 2026.
- Policy updates plan in TAB 26-04 was published on March 11, 2026. DWFAP highly encourages stakeholders to review its list of planned policy updates and respond to the dwfaprograms@state.mn.us inbox or to Alec.Smith@state.mn.us with any feedback.
- A new Policy Request Form is being tested as a way to receive and process policy related requests. Stakeholders are welcome to submit request as part of the testing process. Stakeholders can submit actual requests and feedback on the Form itself. Testing is ongoing and updates will be forthcoming.
- We have recently received questions from the field regarding guidance and information to the field about Artificial Intelligence and its impacts on training and employment. We would like to share Training and Employment Guidance Letter 03-25 and Training and Employment Notice 07-25 as references regarding AI use within WIOA programs and AI literacy. DEED’s Career Force Blog is also a good resource with several AI related posts.
Retaining Employment and Talent After Injury/Illness Network (RETAIN)
The Minnesota RETAIN Summit, held on April 24, 2026, brought together leaders, practitioners, and partners dedicated to helping workers remain at or return to work after an illness or injury. The event was especially meaningful, highlighted by the attendance of Assistant Secretary Julie Hocker from the U.S. Department of Labor’s Office of Disability Employment Policy. Her presence emphasized the national importance of Minnesota’s efforts and the collaborative work advancing RETAIN. Assistant Secretary Hocker’s engagement with Minnesota partners also provided a valuable opportunity to showcase the state’s leadership in this critical area. The Summit’s agenda reflected the program’s mission: advancing early intervention, strengthening coordination across systems, and championing approaches that help Minnesotans maintain meaningful employment.
MN RETAIN will continue building on the momentum of this event by strengthening partnerships with employers, healthcare providers, and community organizations to help ill or injured workers remain connected to meaningful employment. As MN RETAIN continues to enroll ill/injured individuals, some may benefit from workforce services and training.

Reminders
- Quarterly Progress Reports (QPRs) for the period ending April 30, 2026, were due on May 31st.
- Monthly Financial Status Report (FSR)/Monthly Reimbursement Payment Request (RPR) are due the 20th day of the month following the preceding month-end.
- Cost category adjustment is allowed on the final Reimbursement Payment Request (RPR) if the total expended does not exceed the total approved budget. However, the Admin cost category must not exceed 10% of total reimbursed.

Program Year (PY) 2025 Quarter Three (Q3) Performance Outcomes Compared to Negotiated Goals
Attached you will find the performance outcome spreadsheets for WIOA Dislocated Worker, DWG, State Dislocated Worker, Total Dislocated Worker, and WIOA Adult programs. These are best when printed landscape, in color, and on 11x17 size paper.

- Performance goals are based on negotiated standards for PY2025.
- Color Key:
- Blue are the negotiated performance standards.
- Green means the set goal was met or exceeded.
- Yellow means at least 50% of the goal was met.
- Red means less than 50% of the goal was met.
- Served are all participants accessing the program during the actual program year (real-time).
- Getting a Job results based on participant exits July 1, 2024 – March 31, 2025, except those exited with exclusion. This indicator measures each participant’s employment status during the 2nd quarter after exiting the program. Formula: Percent of employed exits divided by all exits during the reporting period.
- Keeping a Job results based on participant exits January 1, 2024 – September 30, 2024, except those exited with exclusion. This indicator measures each participant’s employment status during the 4th quarter after exiting the program. Formula: Percent of employed exits divided by all exits during the reporting period.
- 2nd Quarter Median Earnings results based on participant exits July 1, 2024 – March 31, 2025, except those exited with exclusionary reason and those showing zero earnings. This indicator measures the median earning during the 2nd quarter after exiting the program.
- Credential Attainment results based on participant exits January 1, 2024 – September 30, 2024, except those exited with exclusionary reason and those who did not attend credential type training. This indicator measures the percentage of participants who received a credential after attending training.
PY2024 Allocation, PY2023 Reallocation, and expiring mass layoff project Closeouts for the Dislocated Worker (DW) and WIOA Adult (AD) Programs
Reminder: PY2024 allocations and PY2023 reallocations will be expiring on June 30, 2026.
All Workforce One (WF1) cases showing these funding streams within an open activity will need your attention.

If the participant will continue receiving a service currently supported by PY2024 allocations, PY2023 reallocations, or expiring mass layoff projects after June 30, 2026, a new activity will need to be opened for each continuing service the participant will move forward receiving.
Reminder: All Dislocated Worker and WIOA Adult program year formula allocations (small layoff grants/WIOA Adult allotments) remain active for two years.
- PY2024 = July 1, 2024 – June 30, 2026
- PY2025 = July 1, 2025 – June 30, 2027
- PY2026 = July 1, 2026 – June 30, 2028
This means their new activity will need a PY2025 or PY2026 formula grant selected within them depending on your agency’s budget. PY2026 allocation funding streams will be activated as soon as those contracts are executed through DEED’s Fiscal team.
IMPORTANT PY24 ALLOCATION & PY23 REALLOCATION WF1 CLOSEOUT INFORMATION
- All activities with a PY2024 allocation, PY23 reallocation, or expiring mass layoff project selected within them cannot have a start date after June 30, 2026. They must also have an end date no later than June 30, 2026.
- If any participant will continue receiving a service captured in an activity that is currently showing a PY2024 allocation, PY23 reallocation, or expiring mass layoff project supporting that service financially, that activity needs to be copied within the participant’s WF1 activity detail screen.
- The new activity will need a start date of July 1, 2026.
- An active funding source (PY2025 or PY2026) will need to be selected as the grant financially supporting the continued service.
- To help in this funding source transition
- Mohamed Farah will mass close all currently open PY24 allocation, PY23 Reallocations, and expiring mass layoff project funded activities with an end date of June 30, 2026, which means you will only need to open/copy the old activities.
- If you want to close the old activities yourself with a date no later than 06/30/2026, that is perfectly fine.
- If you choose not to close them yourself, it will be taken care of for you.
- This mass activity closure will begin August 3, 2026.
- If there are cases without open activities on record showing an active grant as the funding source, the mass closure will not work for those cases.
- Any cases that show they cannot be included in this mass activity closure will be emailed to the management team for the COFFR funding the case.
- This communication will include directions on how the case manager will need to correct their data.
- Shortly after July 1, 2026, new funding streams will be added to your dropdown lists for PY2026 allocations.
- The date these new funding streams will be available depends on when PY2026 contracts are in place.
- Your management teams will be alerted as soon as your agency’s PY2026 funding streams are available in WF1.
New Workforce One (WF1) Data Entry Requirements
You can view the complete PIRL requirements on the DOL Performance Reporting website – view the PIRL (ETA-9172). Here you will find how the Department of Labor (DOL) defines the data elements.
Please Note: The WF1 team communicated this change during the Sprint Review meeting on May 12, 2026, and they will also send out the quarterly release notes prior to their build at the end of June.

 Hundreds of Job Seekers Turn Out for 20th Annual Veterans Career Fair

The 20th Annual Veterans Career Fair was held Wednesday, May 20, at the Heritage Center of Brooklyn Center. An estimated 400 current and former U.S. military service members and their spouses participated in the flagship Hire a Veteran Month event, along with 100 veteran-friendly employers and nine service providers. Job seekers who attended were able to meet with employers hiring now for positions in Minnesota, find out about services for themselves and their families, and access free resume review, interview preparation sessions and get free professional photos taken.
