Interagency Employment Supports Alignment Study Update
A primary strategy of the E1MN partnership is to align policies, programs, funding, and roles across our programs. In 2014, federal guidance was issued that clarified which of our programs can pay for what employment services. As a result of this guidance, people must now move between employment services that span multiple state agencies, which can be complicated for all involved. The E1MN partnership emerged as a way to make these changes easier to navigate and help the system make more sense.
In order to better align our systems and increase our ability to provide a seamless and timely employment support system, we will be conducting an Interagency Employment Supports Alignment Study. This study came out of a recommendation from the Task Force on Eliminating Subminimum Wages. Phase 1 of the study will focus on alignment of service rates, provider enrollment processes, and monitoring standards. The goal of this first phase is to make it easier for providers to be dually enrolled and reduce barriers related to billing, enrollment, contracting, and rates. Phase 2 of the study will address eligibility processes and people’s lived experience transitioning between employment services. The goal of this second phase will be to simplify processes for moving between services and address barriers that delay or disrupt people’s access to employment supports.
We are in the process of selecting a vendor for Phase 1 of the study. We expect to have a vendor selected by January 31st, 2025. Once the vendor is in place, we expect Phase 1 of the study to last approximately 6 months. This phase will include site visits and interviews with many different employment service provider agencies throughout the state to understand pain points, challenges, and opportunities for system improvement. After Phase 1, we will begin Phase 2 of the study, where there will be additional opportunities for people across a variety of roles to get involved and give feedback. More information about Phase 2 will be shared in the future.
Department of Labor proposes rule for phaseout of 14(c) certificates
The U.S. Department of Labor has proposed a rule to phase out the issuance of 14(c) certificates, which allow employers to pay subminimum wages to workers with disabilities. If this proposed rule takes effect, no new 14(c) certificates would be issued to employers who don’t already have a certificate. Employers who currently hold a 14(c) certificate would be able to keep their 14(c) certificate for up to 3 years from when the rule takes effect. The Department of Labor is considering whether to allow extensions to the 3-year period for employers who currently hold a certificate.

Digital Literacy Trainings from the Arc
Digital literacy is critical in today’s world to learn, apply for jobs, be socially connected, and more. Unfortunately, for a variety of reasons, people with disabilities are three times more likely to not go online than people without disabilities.
The Arc, The Arc San Francisco, and AT&T have collaborated to create safe and accessible digital skills trainings that accommodate the different learning styles of people with disabilities. Training sessions are offered online free of charge and available 24/7 to complete at your own pace.

Events
Minnesota Customized Employment (MN-CE) Training Announcement for Winter 2025
The next round of Virtual Minnesota Customized Employment (MN-CE) Training is set to start on February 4, 2025. There are two different paths for this training: students, who are those completing a full Discovery process during the training, and auditors, who are taking the course for knowledge on customized employment. Each person who registers for the course must watch a pre-training video that provides necessary information for the 'student’ track and outlines the requirements for the course.
When: February 4, February 18, March 4, March 18, April 1, April 15, May 13, May 20, and May 27, 2025
