NW Minnesota Job Service Supervisor - Job ID 72307

Provide critical expertise for Minnesota Family Investment Program (MFIP)/Diversionary Work Program (DWP)/Workforce Innovation and Opportunity Act (WIOA)/Supplemental Nutrition Assistance Program (SNAP) programs and Wagner Peyser Career Services for the CareerForce. This includes the financial tracking of contracts, modifications and expenses. Be responsible for the technical management and design of special projects, negotiating contracts, assist in development of grant proposals and other related activities. Additionally, represent the Wagner Peyser Act on the local workforce development board and work with the director of that area. Hire, transfer, and assign work to staff; write position descriptions, approve leave requests, process payroll transactions, conduct performance appraisals; and reward, discipline, suspend, discharge, direct and adjust grievances for staff.

Support the work of the Office of Broadband Development (OBD) by providing broadband related mapping coordination, data collection, data analysis and geospatial data collection as it relates to the programs administered by the Office.

Work closely with the state’s broadband mapping contractor, partners, and colleagues to coordinate broadband and digital equity related data collection activities and develop new state broadband map layers. Work with OBD staff, including broadband grant administrators and digital equity staff, and stakeholders to handle design, maintenance, updates, grant compliance, and troubleshooting of broadband maps, dashboards, websites and data collection. Support the Assistant Commissioner to ensure programs and services are closely aligned with those offered by DEED and other state agencies. Focus on implementing specific strategies, programs, and initiatives to foster immigrant and refugee inclusion in Minnesota using the Office of New Americans (ONA) statue as a guide. In addition, oversee the development and implementation of a language access policy, coordinate inter-agency services and programs, conduct outreach to immigrant and refugee, and coordinate services and programs within DEED and other state agencies that impact immigrant and refugee communities. Ensure community organizations and individuals get the resources they need to access state services as well as grant and economic opportunities.

Ensure that the Department of Employment and Economic Development has a fully functioning online grants management system that meets the needs of internal and external users. Work closely with the Grants Management System Product Owner and MNIT project team. Provide system issue resolution and customer service for all Grants Management System end users. Open, track, and close project and service tickets to ensure problem resolution, technical task completion, and promote user satisfaction. Assist with system configuration with the direction of the Product Owner and Business Analysts. Identify and problem solve system configuration implications and service issues affecting downstream processes. Assist the Product Owner with user acceptance testing. Direct and manage our Office of Internal Audit and Analytics (OIAA) team and internal audit and data analytics programs for the Minnesota Department of Employment and Economic Development (DEED). Provide independent advice, objective and reasonable assurance and consulting activities on accounting/audit related matters designed to add financial integrity, operational efficiency, accountability, quality assurance, and ethical value to improve the organization’s financial and business operations, governance, and internal controls and compliance. The Audit Team under this manager’s leadership will audit specific program areas and internal key business functions / cycles and will deal with financial / review / reconciliation and internal control and compliance auditing of programs, business cycles, and external audit of contractors, grantees or other entities. Assist in development and implementation of risk assessment plans, internal control and compliance strategies, and financial reconciliation processes to ensure statutory compliance and program outcomes. Also coordinate audits conducted by external auditors and audit responses.
