Target Industry Validation and Definition of Value Proposition and Action Plan
The Minnesota Department of Employment and Economic Development (“DEED” or “State”) requests proposals from responders to provide professional and technical services to research and develop recommendations to validate Minnesota’s top five (5) target industries that represent the greatest potential for attracting investment to the State, and for each validated target industry: define the State’s value proposition, build a business case, devise an action plan to attract capital investment, and develop promotional materials to approach and engage with potential investors.
It is the goal of the project to create a compelling, factual, and differentiating messaging/narrative to “sell” the state and set us apart from our competitors to entice businesses within our target industries to locate and expand in the state, as well as to strategize the State’s outreach efforts by our target industries to connect with multipliers and decision-makers, generate leads, track success, and optimize resources more effectively.

Proposals must be received not later than 4:30 p.m., Central Time, Monday, November 6, 2023. Late responses will not be considered.
The Technical Proposal should be submitted as a separate attachment from your Cost Proposal.
By submitting a response, responder is making a binding legal offer for the period of time set forth in Section 6, Conditions of Offer.

Drive for Five Initiative Competitive Grants
The Department of Employment and Economic Development, through its Adult Career Pathways Programs is seeking proposals from qualified responders to provide services through the Drive for Five Initiative Competitive Grants to conduct outreach, provide education and training, and job placement in (1) technology, (2) labor, (3) the caring professions, (4) manufacturing, and (5) educational and professional services as outlined in Minnesota Session Laws - 2023, Regular Session, Chapter 53, Article 20, Sec.2 Subd. 3 (e-f). These industries have been identified as high growth and have occupations with family sustaining wages.
Funds Available
As authorized in Minnesota Session Laws - 2023, Regular Session, Chapter 53, Article 20, Sec.2 Subd. 3 (d) up to $10,000,000 per year for State Fiscal Year (SFY) 2024-2025 is available for grants under the Drive for Five Initiative; $8,100,000 per year will be available through this competitive grant.
To better foster a skilled workforce, this Request for Proposal will be divided into two Parts. Applicants who meet eligibility for both parts may apply for both Part 1 and Part 2 but must submit a separate application for each part. Applicants are limited to one Part 1 application and one Part 2 application but may be listed as a partner on other proposals.
- Part 1: Industry Sector Training
- As authorized in Minnesota Session Laws - 2023, Regular Session, Chapter 53, Article 20, Sec.2 Subd. 3 (e) up to $7,000,000 per year for State Fiscal Year (SFY) 2024-2025 is available for grants under The Drive for Five – Industry Sector Training RFP; $6,300,000 per year will be available through this competitive grant. Eligible organizations may apply for up to $750,000 each year, for a maximum of $1,500,000.
- Part 2: Job Placement – Trade Associations and Chambers of Commerce
- As authorized in Minnesota Session Laws - 2023, Regular Session, Chapter 53, Article 20, Sec.2 Subd. 3 (f) up to $2,000,000 per year for State Fiscal Year (SFY) 2024-2025 is available for grants under The Drive for Five – Job Placement Services to Trade Associations and Chambers of Commerce only RFP; $1,800,000 per year will be available through this competitive grant. Eligible organizations may apply for up to $500,000 each year, for a maximum of $1,000,000.
Request for Proposals
Proposals must be DEED time-stamped received via email by 5:00 pm (CST) on December 11, 2023. Proposals must contain a narrative, forms 1-7, and the Pre-Award Risk Assessment, and be submitted in .PDF format to AdultCompetitiveGrants.Deed@state.mn.us. Late proposals will not be accepted. The State is not responsible for any errors or delays caused by technology-related issues. Applicants should anticipate delays in the application getting through DEED's system, and therefore should submit their application before the deadline time.
