Work in the Department of Employment and Economic Development’s (DEED) newly established Paid Family and Medical Leave (PFML) Division. Be part of, and contribute to, a lively and energetic team of professionals dedicated to delivering Paid Family and Medical Leave to Minnesotans as part of DEED’s mission to empower the growth of the Minnesota economy, for everyone.
Develop, support, and execute complex program analysis projects to aid in the establishment of the new PFML Division at DEED. These projects will be in the areas of program performance, organizational analysis, communication, and fiscal and budgetary analysis. Provide direction, guidance, and technical expertise to management so that decision-making and long-range organizational and systems planning can occur while ensuring the new division and program are effectively established, structured, and maintained.

Focus on leading policy and strategic initiatives for the Paid Family and Medical Leave (PFML) Division. Provide high level leadership and management support to the PFML Division Director to identify, plan, consult, and implement policy, systems, and operational initiatives. Collaborate with division and agency leadership to identify and prioritize needed policy changes and working with stakeholders (including legislators as needed) to achieve implementation of these changes. Lead coordination of PFML division rulemaking activities in consultation with the General Counsel and other agency staff. Lead coordination and integration of division initiatives with DEED Commissioner’s Office and Senior Leadership Team, Governor’s Office, and other state agencies. Maintain awareness and integrating state and national best practices, model approaches, and policy recommendations. Lead consultation and staff engagement processes around strategic planning and the implementation of initiatives.

Conduct reviews and examinations of employers' and workers’ records. Perform routine audits of employer records. These reviews and audits require analytical skills to apply Unemployment Insurance laws within specific guidelines. Staff apply Generally Accepted Accounting Principles and Generally Accepted Auditing Standards when reviewing employer records. Review and categorize documentation provided by employers and their agents.

With the recent passage of Paid Family and Medical Leave (PFML) legislation in Minnesota, DEED is in the search for a dynamic and engaged Public Engagement Manager. Be responsible for supervising and directing the public and community engagement efforts of the PFML Division. Leading a team of outreach professionals, develop comprehensive strategies and execute impactful engagement initiatives– across community partners, employers, and other critical stakeholders. Play a crucial role in effectively connecting with – and learning from – all the Division’s future customers for this newly created program, foster meaningful connections, and promote awareness.

Be responsible for high level financial management and accounting work for our agency of approximately 1,700 employees over 50 locations throughout the State of Minnesota. Must possess extensive accounting and technical system knowledge including Statewide Integrated Financial Tools (SWIFT), Statewide Employee Management (SEMA4), and the Oracle Business Intelligence Enterprise Edition (OBIEE) to ensure that Federal, State, and other funds used for invoices, payments, audits are accurate, transactions processed are effectively and timely reconciled. In addition, aid in the development and implementation of procedures and policies, prepare complex financial reports, and provide advice and consultation to agency management in the technical areas of expertise.
