Deputy Commissioner for Workforce Development - Job ID 52019

The Deputy Commissioner for Workforce Development provides leadership over workforce development partnerships, programs, and operations within the Minnesota Department of Employment and Economic Development (DEED). This includes grant administration from both federal and local budgets; managing DEED's CareerForce strategy in 50 markets across the state; managing the Governor’s Workforce Development Board, and overseeing DEED’s Office of Economic Opportunity, designed as an external-facing group to tackle disparities in our labor market.

An experienced manager with strong executive experience, the Deputy Commissioner will develop and lead a transparent, effective, often external-facing team at DEED. This role requires strong partnerships and relationship management across stakeholders in the workforce development arena -- internally, externally, and within the Minnesota legislature. This leader will be a passionate advocate for equity in our economy, and ready to help transform Minnesota’s labor market during a time of historic workforce shortages. This position contributes to the advancement of DEED’s mission, vision, and objectives by managing Labor Relations (LR) functions, staff, and LR-related strategic initiatives. This position is a management level subject matter expert consulting on complaints, investigations, arbitrations, settlements, and other charges of high level, high profile situations having significant risk to the agency. Responsibilities include consulting, advising and recommending solutions on performance management; labor relations and legal and policy compliance; analyses of complaints/grievances, and conducting investigations on employee and labor relations matters. Incumbent will work to ensure application of personnel rules, contract language, compensation plans, state and federal laws, MN statutes, and all required rules, regulations, standards, and procedures.

Community Services and Government Relations Coordinator - Job ID 51626

DEED is committed to radically increasing economic impacts for individuals and businesses that face systematic barriers to growth.This position provides agency-wide coordination and support in community engagement, stakeholder meetings, educational presentations, legislative relations and policy, and capitol budget development.

The incumbent will collaborate with DEED leadership, the Office of Economic Opportunity and Government Relations; work on community engagement activities, legislative and political developments, provide day to day support of DEED's equity focus community outreach and engagement initiatives. The Community Services and Government Relations Coordinator bridges multiple agency divisions, works across all executive branch and legislative channels, and plays a significant role in community engagement and public policy issues statewide.
