Communication Update
We are in the process of revising our communication strategies and you will begin to see some differences in our newsletter and websites. Our goals are to transition with as few disruptions as possible and to provide resources that are consistent and easy to use. Please watch for surveys that may come to you. Your voice is important to our plans!

Deadlines and Reminders
- Quarterly Reports for Quarter One (July through September 2021) were due on October 30 for WIOA DW, WIOA Adult, Minnesota State DW, and SCSEP. If you haven't submitted your reports, please email them to DWFAPrograms.DEED@state.mn.us as soon as possible.

The Legacy Demonstration Grant ended on 10/22/2021. The Quarter 13 narrative report was due on Monday, November 1. If you have not yet submitted your report, please do so as soon as possible.
- Unspent PY19 WIOA DW and WIOA Adult funds will be reallocated in November
Senior Community Service Employment Program (SCSEP) & Legacy Program

- USDOL approved the PY 21 optional special requests. They include the Cross-Boarder Agreement, OJE Contract, and 20% administrative increase. Providers who budgeted for more than the usual maximum of 9.30% in Subgrant Admin will not have to modify their current budgets. Providers were notified on 10/15/2021.
- USDOL monitoring findings were resolved. Updates to policies and procedures are forthcoming.
- Telework guidance for participants who are training virtually with a host agency or using DEED's at-home program was sent to providers on 10/14/2021. Related documents include: Telework Training and Participation Safety Risks and Participant Telework Acknowledgement Form.

SFY 2020-2021 Contracts
- Review your project budget to ensure all funds are expended by the end of your contract.
- All data must be entered into Workforce One to accurately reflect all the great work happening at your organization. Make sure you're staying current!
- All SFY20-21 participants MUST exit from Workforce One within 30 days of the end of your contract.
SFY 2022-2023 Contracts
Thank you for all the great submissions for the Southeast Asian Economic Relief Grant, African Immigrant Community Economic Relief Grant, On-Ramp to Career Pathways, Bridge to Career Pathways, Individual Training Pathway, WESA, and Adult Services RFPs!
These solicitations are now closed and we expect to notify applicants early to mid-November.

- Getting to Work and Internationally Trained Professionals RFPs are still open and accepting applications through November 10, 2021.
- The Targeted Community Capital Project RFP was released on Friday, October 22, 2021. This grant will award $18 million to non-profit organizations and government entities within Minnesota for capital projects. Awarded projects will provide, increase, and/or expand access to economic development, education, or workforce development programs or services to underserved communities.
- The Minnesota Tech Training Pilot Program awardees have been announced! Congratulations!
SNAP E&T 50/50
The ACP team and our partners at DHS are happy to report that the SNAP 50% Reimbursement program has provided over $80,000 in additional funds to ACP Grantees in SFY21! We hope to recruit more Grantees in SFY22 to receive 50% reimbursement on expenses already incurred through ACP's programs.
MN Family Resiliency Partnership
The Displaced Homemaker Program is now called the Minnesota Family Resiliency Partnership. Please review the website for changes.
Adult Career Pathways Workforce One
REMINDER: Deactivate all Workforce One access for staff who are no longer working in your programs by emailing workforceone.deed@state.mn.us and requesting deactivation.
ACP's Operations Guide is now available. It can also be found near the bottom of the ACP home page. The Guide documents current practices for ACP. The ACP Team meets monthly to discuss suggested additions, modifications, and other changes to the guide. The guide does NOT include measures implemented in response to COVID-19, which are listed separately. The enrollment/preliminary/intake case notes are required when participants begin to receive services and must include:

Participant current situation: including skills, barriers to gaining employment, work history, current work situation, family status, and justification for enrollment

Participant goals: including goals from IEP, steps the participant will work toward to achieve those goals, and how the training program will assist in meeting those goals

Support Services and/or Referrals that the program will provide to participants
Trade Adjustment Assistance (TAA)
Deadlines and Reminders
Submit training applications at least two weeks before the training start date. All applications should be sent to deed.taa@state.mn.us and the DW Counselor should ensure that all applications are complete prior to submission.

Job openings in Minnesota soared to a record high in the second quarter of 2021 as demand for workers greatly outpaced hiring. As the state’s economy continues to recover from the pandemic recession, employers in Minnesota reported more than 205,000 vacancies according to data in the second quarter 2021 Job Vacancy Survey.
