Dear VRS Community Partners,
VRS is making some changes to how Driver’s Training services are defined and authorized. We are also adding clarity to where CFP applies. Community Partners wishing to provide accommodations and supports to an individual to increase their success in passing the driver’s permit test or driver’s license test will need to amend their contract to add the service “Driver’s Permit/License Preparation and Training as an Accommodation” to their contracts.

New Service Title: “Driver’s Permit/License Preparation and Training as an Accommodation”

Definition: To provide accommodations and supports to an individual to increase their success in passing the driver’s permit test or the driver’s license road test. These services are only for the additional training time or supports required by the individual due to their disability which are beyond the typical preparation and training involved in obtaining a driver’s license.

CFP: CFP does not apply because this service is provided as an accommodation.

- Authorizations for usual and customary preparation and training services needed to obtain a driver’s license must be authorized using the Service Title: “Driver’s Permit/License Preparation and Training.”
- Prior to authorizing, VR staff must ensure the record of service contains a description of the disability related reasons additional training time/supports beyond the typical preparation and training time involved in obtaining a driver’s license are required. Preparation as an accommodation for the written test will typically be purchased through VR community partners who have this service on their P/T contract.
- Preparation as an accommodation for the road test will typically be purchased through driving schools.

Rehabilitation/Assistive Technology Driver’s Training Definition: Training by a certified driving evaluator with a vehicle equipped with adaptations or rehabilitation technologies. The goal is to obtain a driver’s license with the endorsements for the specific adaptations and rehabilitation technologies used by the individual to safely enter, operate, and exit the vehicle.

New Service Titles on Contracts/Contract Amendments: Community Partners need to have the new service titles listed on their contract. Community Partners that need the new services titles on their contract will need to amend their contracts. Those partners should contact a VRS Community Partnerships Program Specialist to request an amendment.

New Service Titles in WF1: The new service titles have been added to WF1.

New Services Titles Effective Date: The new services can be authorized when a provider has the new services on their contract and the contract is fully executed. The effective date for contract amendments is on the top of the fee schedule for each contract.

Current Driver’s Training/Driver’s Test Prep Service Titles on Current Contracts: If an individual needs the “Driver’s Permit/License Preparation and Training as an Accommodation” service and the preferred Community Partner has “Driver’s Training,” “Driver’s Test Prep,” or a similar variation listed on their contract, VRS staff may authorize using the new service title “Driver’s Permit/License Preparation and Training as an Accommodation” until a new amendment is completed.
