Legislative Direct Appropriation Grants/ Competitive Grants SFY20/21
- Updated quarterly report templates were sent to Grantees in October with an updated procedure for pulling outcome measurements from WF1. The reports are due the 30th of the month following the end of the quarter.
- A reminder that 2 monthly RPRs will be required to be submitted each month, SFY20 and SFY21, through the end of your SFY20 contract. Please remember to indicate whether the RPR being submitted is the final RPR for the contract or not.
- The Documentation Needed to Support Participant Eligibility form for the Pathways to Prosperity program has been updated at: https://mn.gov/deed/programs-services/adult-career-pathways/pathways-prosperity/ to include
- An update within Request for Proposal (RFP) Requirements section changing from “individual who has been unemployed for 15 or more of the past 52 weeks” to “individual who has been unemployed for 26 or more of the past 52 weeks” to match the language within the published RFP
- SFY 20/21 participants enrolled prior to October 30, 2020 will be considered eligible under this criteria if they were unemployed 15 or more of the past 52 weeks.
- The addition of 1095- A, B, C documents will now be an acceptable document to verify participant Social Security number.
- ACP grant specific WF1 trainings will be held in Nov and Dec. This will be facilitated as a train-the-trainer model and is limited to 2 attendees per organization. We are requesting that attendees have taken the WF1 ETP training and have an active WF1 access prior to attending either of these sessions. SNAP E&T 50/50
DEED has now executed SNAP E&T 50% Reimbursement contracts for SFY21 for 8 Grantees; 3 previous Grantees and 5 new Grantees.
We will begin our onboarding process in November for new Grantees and hope to reimburse these organizations up to $200,000 in additional funds to grow capacity or support for participants.
Mn Family Resiliency Partnership (formerly known as Displaced Homemaker Program)
Providers meet quarterly to review program progress. This quarter providers shared best practices and the impact of COVID on ensuring services are still being provided to the community. Some best practices shared included inserting program flyers at local food shelves and included in the distribution bags.
Workforce One Tips –
A reminder that if a staff member with WF1 access leaves an organization, it is the responsibility of the organization to deactivate their access to WF1. Additionally, a staff member’s access to WF1 is unique to the permissions granted them and may not be used by other staff members. Each staff member who is responsible for entering data into WF1 MUST have their own access. These requirements are addressed within the:
- WF1 Security Agreement – This is presented to the user during the first log in and then yearly after that. Staff must read and indicate that they understand and agree.
- The Security Administrators must attend training and deactivating access for staff who leave is included in their list of responsibilities.
A couple questions have come up about the difference between a Certificate and Credential and how these are accurately reflected in WF1.
- A certificate is instruction designed to build the foundational skills of individuals who do not have the education or skill level required to be successful in a credentialed training. This instruction allows the participant to start from their current skill level, at or below the 6th grade level, and provide them with skilled training. This skilled training will result in a certificate that is relevant to general work readiness or aligned to a key industry sector coupled with pre-employment training.
- Participating in a Certificate training program is tracked in WF1 by utilizing the Non-Credentialed Training (for WESA, SE Asian, Direct Appropriation, and Support Services programs) or On-Ramp Training (for P2P program) activities.
- A credential is designed to build the foundational skills of individuals whose academic skills do not meet the minimum requirements of a degree or certificate program. Effective credentialed trainings are built by a partnership in order to allow the participant to start from their current skill level and provide them with the extra instructional time to develop the basic skills they need to begin a training program. This skilled training will result in the attainment of an industry recognized credential that is relevant to a key industry sector coupled with pre-employment training.
- Participating in a Credential training program is tracked in WF1 by utilizing the Credentialed Coursework/Training (for WESA, SE Asian, Direct Appropriation, and Support Services programs) or Integrated Education Training (IET)/Bridge Programs (for P2P program) activities.
WorkforceOne (WF1) Credentials are used to record certificates and credentials obtained by the participant as a result of participating in the program. As Credential attainments are used to monitor compliance with the grant program contract and expected outcomes, it is important to capture all recognized certificates and credentials.

ACP’s Operations Guide is now available from the ACP home page. The Guide documents current practices for ACP. The ACP Team meets monthly to discuss suggested additions, updates, modifications, and other changes to the guide and update as necessary. he Guide is intended to be a living document and will be updated as procedures evolve. It does NOT include measures implemented in response to COVID-19, which are listed separately.
ACP Grantee Spotlight
National Able Network-IT Career Lab https://www.nationalable.org/about/
National Able Network’s IT Career Lab is a new grantee to Adult Career Pathways for SFY 20-21. They were awarded a WESA (Women’s Economic Security Act) grant. This grant provides assistance for women to train and obtain careers in High Wage, High Demand, non-traditional areas. IT Career Lab is located in Golden Valley and through the WESA grant they are serving women and women of color in a 10-week training program that allows them to earn multiple certifications from Microsoft, Cisco and CompTIA. Program participants have staff support to help them with their plan, mitigating barriers, job search and placement. All students receive personal laptops to use throughout their studies which they receive ownership of upon successful program completion. IT Career Lab has done a remarkable job in pivoting programming and training plans in the pandemic and their WESA grant has an almost 90% “exit to employment” rate with an average wage of $19.25/hr!
