Adult Career Pathways Updates


Competitive Grants SFY20-21

Sixty-three competitive grants totaling nearly $15,000,000 were awarded in response to applications requesting over $28,000,000.  Awards were as follows:

  • Forty-two Pathways to Prosperity grants, totaling nearly 11 million over 2 years.
  • Ten Women’s Economic Security Act grants, totaling $1,425,000 over 2 years. 
  • Eight Southeast Asian grants, totaling $1,900,000 over 2 years. 
  • Three Support Services grants, totaling just under $350,000 over 2 years. 

Successful applicants have been notified and given contact information for their ACP program coordinator. 

ACP programs coordinators, together with fiscal staff, have begun the process of setting up contracts.  After a thorough review of work plans and budgets to ensure they align with program goals, are compliant with state and departmental requirements, are internally consistent, and are reasonable and achievable, program coordinators work with grantees to make any changes necessary to the budget and work plan.  Fiscal staff identify certain grantees for risk assessments, and complete those assessments, determining whether to request any special conditions in the contract.  When all these steps are completed, all terms are captured in a contract and signatures are secured.

If your organization has received a grant, please complete and return all requested information as soon as possible in order not to delay the contract and the release of grant funds to you.  Please refer any questions to your ACP program coordinator.

Direct Appropriation Grants SFY20-21
ACP is administering grants for 29 direct appropriations.  Most contracts for these grants have been executed.  If your organization received a direct appropriation but does not yet have a contract, please make sure you have provided all information requested by your ACP program coordinator.  If you believe that you have provided all requested information, please contact your program coordinator so we can continue to make progress toward a contract and release of your appropriation. 

SNAP E&T 50/50
SNAP E&T 50/50 is an opportunity for DEED funded grantees to receive federal reimbursement of 50% of allowable employment and training expenses of current SNAP recipients. The 50% reimbursement with DEED is directly matched with one state funding source. Grantees have the discretion to apply the reimbursement funds as they see fit (i.e. there are no restrictions on the use of the reimbursed funds) and have utilized these funds to build capacity, pay staff salaries or provided additional supports to participant.

DEED SNAP E&T 50/50 grantees may be considered by the Department of Human Services (DHS) for enrollment in their SNAP E&T 50% program, which allows grantees to match this reimbursement to all state funded programs within the organization.

Adult Career Pathways currently contracts with six providers matched with the DEED’s Pathways to Prosperity and Displaced Homemaker programs. Best Practice
ACP requires that you enter data into WorkForce One within 15 days of the event to be captured.  However, the Best Practice is to enter data into WorkForce One on the same day the event occurs.  This ensures that the event is still fresh in your mind, so that recall is not a problem.  It also prevents a scenario where you have weeks or even months of data to enter, and need to take significant time away from your clients in order to complete the task.  Finally, it prevents disallowed costs resulting when data cannot be found in WorkForce One to substantiate expenses claimed on RPRs.

Displaced Homemakers Program
Minnesota provides displaced homemakers with pre-employment counseling, navigation of the welfare programs, and training to qualify for and obtain employment.  (Minn. Stat. § 116L.96)   A displaced homemaker is an individual of any gender who has spent a substantial number of years in the home providing homemaking service and (i) who has been financially dependent upon another but due to divorce, separation, death, or disability of that other person, must find employment; or (ii) who derived the substantial share of their support from public assistance based on having dependents in the home and no longer receives such support. To be eligible under this clause, the support must have ceased while the worker resided in Minnesota.  (Minn. Stat. § 116L.17, subd. (c)(7))

Funds to support the displaced homemaker program are derived from civil marriage license fees ($35 per license) and a fee ($30) imposed collected in each action for dissolution of marriage.  (Minn. Stat., §§ 357.021, subd. 1, and 517.08, subd. 1c(a)(4) and (b)(2). These funds are appropriated to the Commissioner of Employment and Economic Development. 

Annually, DEED makes a conservative projection of the amount of fees that will be collected.  That amount is used to fund contracts with nonprofits to operate programs for displaced homemakers.  If the projection is an under-estimate, funds will accumulated until such time as (1) fees collected do not meet the projection, at which time an amount will be disbursed to make up the difference; (2) or funding is increased for a year in order to spend down the accumulation.  If the projection exceeds the fees collected, DEED draws on funds accumulated from past years’ under-projections to make up the difference.  DEED is allowed a small administrative fee for its oversight of the displaced homemaker program.  All other funds collected for the displaced homemaker program must be used by grantees for the displaced homemaker program.
