TAA Training Application Tip

TAA is going to provide tips for each section of the training application in the coming editions of Partner Express. Each application needs to meet the Six Criteria for Approval. February’s tip relates to Criteria #1 “There is no employment available that is similar to or better than your previous position.” The jobs listed in the work search section on page 2 of the TAA training application should relate to the type of work the customer was doing at the layoff employer. By providing this information, the customer is showing that there are no jobs available in his/her previous line of work and creating justification that training is needed. For example, if a customer worked as a machine operator, the work search should relate to machine operating jobs or similar manufacturing jobs.

Unemployment/TRA reminder for Summer term

Generally state schools consider 6 credits to be fulltime during the summer for TAA customers.

If someone is on a summer break of more than 30 days, not counting weekends and holidays, TRA benefits are not payable during that break in training.

TRA may resume fall term if:

  • There is TRA eligibility remaining, and
  • The person was a fulltime student immediately before the start of the break, and
  • The person is a fulltime student immediately following the break

The Office of Adult Career Pathways (ACP)

Staffing Updates:

Quarterly Reports:

  • Quarterly Progress Report for Adult/DW, and Adult Career Pathways were due to program staff on January 20th :
    • These reports provide a high-level overview and update.
    • Please send your Quarterly Reports in as soon as possible-if you haven’t done so already.

Reimbursement Payment Requests/Financial Status Reports (RPR’s/FSRs):

  • Reimbursement Payment Requests/Financial Status Reports are due for each month, by the 20th of the following month. Thank you for getting these in on time and please remember that if you have not spent money in any given month –populate the RPR/FSR with $0.00.

Monitoring Visits:

  • Please watch out for e-mails related to upcoming monitoring visit schedules.

Ongoing Technical Assistance:

  • All enrollment/eligibility supporting documentation must be collected before enrolling a participant into Workforce One (WF1).
  • Changes to your work plan must be pre-approved by DEED, contact your Grant Coordinator for modification process.
  • DEED cannot be billed for a participant until he/she/they are entered into WF1. Back billing is not permitted.
  • All costs billed to The Department of Employment and Economic Development (DEED) need to align with grant legislation, DEED’s Request for Proposal (if the grant is a competitive grant), the Grantee’s approved and executed contract, work plan, and budget, Office of Grants Management policies, DEED policies, and the Grantee’s policies and procedures.

           Reimbursements are made based on actual expenses incurred.

  • One-on-one contact with participants must occur at least once every 30 days. Contacts must be captured in the “Case Notes” section in WorkForce One.
  • If you are creating an IEP/EP on paper, you still need to “acknowledge” the paper plan in Workforce One or you will not be able to exit the participant. On the left hand navigation bar, click “Plan”, choose “Add Plan”, select from the Plan Mode drop down “Paper”, “Save and Continue” add your case note, corresponding dates and select “Save and Activate”.
  • Secondary/High School students-regardless of age at time of enrollment- are generally ineligible for P2P. Secondary/High School students must be eligible for ABE services in order to be enrolled in P2P. See eligibility requirements on the Minnesota Department of Education website. Contact your grant coordinator before enrolling a High School student.

Location, Location, Location

Different regions are known for different things. Using job counts from DEED’s Quarterly Census of Employment and Wages program, Location Quotients can be determined to help identify industry subsectors that are more strongly concentrated in a regional economy than the rest of the state. A Location Quotient is a ratio that compares the percentage of employment in a specific industry subsector in a regional economy to the percentage that same subsector comprises in the reference economy, in this case the entire state of Minnesota.

Put simply, a location quotient analysis indicates which subsectors have a comparatively larger or smaller presence in the regional economy. A location quotient of 1.0 means that the share of employment in a particular subsector is exactly the same as the share of employment in the same subsector statewide. If a location quotient is greater than 1.0, the local share of employment in a particular subsector exceeds the statewide share of employment in the same subsector.

For example, the industry subsector with the highest location quotient in Northeast Minnesota was Metal Ore Mining, which was nearly 20 times more concentrated locally than statewide. This included 4,002 jobs at 13 firms in the region. Likewise, Support Activities for Mining was the third highest location quotient in the region, at 14.7. In addition the region also has a large share of the state’s forest land, and as such, the Arrowhead also has a notable specialization in Pulp, Paper, and Paperboard Mills, and Logging.
