In March 2021, the Minnesota Judicial Branch debuted Minnesota Court Records Online, also referred to as MCRO. This new application allows users to access Minnesota trial court documents remotely for the first time. MCRO is being released in phases, with MCRO eventually replacing Minnesota Public Access Remote.
Currently, users need to have the court file number to access documents in MCRO. Documents filed on or after July 1, 2015 are available, except for confidential documents and documents for certain case types like child protection and paternity.
Phase 2 is scheduled to launch later this year and will include registers of actions and searching by a party's name. Until that time, users should use MPA Remote to search by a party's name and retrieve the file number. Additional features will be rolled out before the application is completed in 2022. We get a lot of questions about appeals at the State Law Library - roughly 20% of the questions we answer each year deal with an appeal in some way. Appealing a case can be confusing, frustrating, and time consuming, especially for those representing themselves.
To help make the process a little easier to navigate, we have put together video tutorials that answer common questions we receive. In our Filing an Unemployment Appeal at the Minnesota Court of Appeals video, we go through each of the steps required to appeal an unemployment decision, including the forms and other documentation that are needed, how to serve the other parties, and how to file the documents. We also have a video on Informal Appellate Briefs that provides an overview of the purpose and structure for an informal brief.
In addition to these videos, we have an Appeals subject guide which compiles statutes, court rules, forms, and other information about filing an appeal in Minnesota's Appellate Courts. We also offer two appeals clinics where self-represented parties can get their questions answered by a volunteer lawyer.
