BHA announces RFP for a contractor to establish an online recovery residence certification portal and statewide registry

The Behavioral Health Administration (BHA) is seeking proposals from qualified responders to develop, implement and maintain a fully accessible recovery residence portal that will facilitate the certification process, receive complaints from the public and include a statewide registry. The portal must be an external website that the successful responder will host.
Recovery residences are a type of community that provide a safe, healthy, family-like, substance-free living environment that supports individuals in recovery from substance use disorder. They may be peer run (level one certification) or managed by someone other than the residents (level two certification). Minnesota Statue 254B.213 requires DHS to establish a voluntary certification program for recovery residences.

The vendor selected through this request for proposals (RFP) will establish a fully accessible certification portal that will allow operators to submit documentation and for BHA to review and track the status of the certification process. A streamlined, centralized portal will reduce the risk of fraud by providing increased oversight of certified programs.
