Mile in My Shoes (MiMS) is hosting a conversation about the role movement and community can play in supporting people through transition. MiMS Partners and Alumni will participate in a panel, share perspective, and lead conversation about how consistent movement, belonging, and community can create stability during reentry. This event will be moderated by Darla Holland, a former resident of MCF Shakopee and a Mile in My Shoes Alumnus.

Spring 2026 Public Comment Period for Draft Olmstead Plan
This April and May the Olmstead Implementation Office (OIO) will be hosting a public comment period for the draft Olmstead Plan. State staff and consultants with lived experience of disability (Inclusion Consultants) worked together to write the draft plan and its goals.
There will be two main ways to provide feedback during the public comment period: a written survey and virtual meetings.
- The survey will launch in early April. A link will be shared on the OIO website, newsletter, and social media. The survey will be open for 30 days. We encourage people with disabilities, their supporters, and professionals to take the survey and share their feedback.
- We are also working with the Dendros Group to host virtual public meetings. There will be seven virtual meetings throughout April. Each meeting is focused on one goal topic area in the plan: Housing, Transit and Transportation, Education, Crisis Services, Health and Safety, Transition (includes waivers), and Employment. We have limited spots available in these meetings. We want to prioritize people with disabilities. Registration is now open for these meetings.
Feedback received during public comment will be shared with agency staff and Inclusion Consultants. They will work on updating the goals based on the feedback received. The Olmstead Plan will be finalized in Fall 2026.

DHS adds Mental Health Targeted Case Management Rule 79 training series for spring 2026

The Minnesota Department of Human Services’ Behavioral Health Administration (BHA) is continuing to update the Mental Health Targeted Case Management (MH-TCM) Rule 79 training. In addition to the current offerings, BHA is adding the spring 2026 training series.
Through this series, case managers will demonstrate an increased knowledge and skillset in providing adult and children’s Mental Health Targeted Case Management services. This training is designed to enhance the case manager’s ability to integrate equity and person-centered practices into their everyday work with the people they serve.
Rule 79 Mental Health Targeted Case Management Training details
To qualify for completion of training, enrollees must attend one of each of the following two classes. The capacity for each date is 100 participants.
BH121: Characteristics and Needs with an Equity Lens (Instructor: Jessica Kisling)
- April 27, 2026, 12:30 to 4:30 p.m.
- May 21, 2026, 12:30 to 4:30 p.m.
BH122: Mental Health Targeted Case Management Skills (Instructor: Jessica Kisling)
- April 17, 2026, 8:30 a.m. to 12:30 p.m.
- May 14, 2026, 12:30 to 4:30 p.m.
The Adult Mental Health and Children’s Mental Health Targeted Case Management Rule 79 curriculum includes:
- Collaborative strategies that empower the person served
- MH-TCM Case manager roles and responsibilities
- MH-TCM Case management eligibility requirements
- Characteristics of adults with a severe and persistent mental illness (SPMI)
- Characteristics of children with a serious mental illness (SMI)
- Billable MH-TCM case management activities
- Legal and ethical aspects of practice
- MH-TCM Case management process
- Risk and crisis assessment
- Equity-based Mental Health Targeted Case Management practice
Target audience: This training series is solely for adult and children’s Mental Health Targeted Case Managers who have not had 2,000 hours of supervised experience in the delivery of mental health services to adults with serious and persistent mental illness (SPMI) as defined in 245.462, subd. 20(c)(1-4) or children with a serious mental illness (SMI) as defined in MN Statutes 245.4871, subd. 6 (1-4)

How to Enroll in TrainLink

1. Ensure your TrainLink profile is current.
2. Go to the Adult and Children’s Mental Health Learning Center, select Upcoming Webinars” then select “All Behavioral Health Rule 79 Case Management Webinars.”
3. Sign into the class with the same name used in TrainLink to ensure that attendance is accurately recorded.
Use these instructions for more details about how to enroll in these trainings. If you do not have a Unique Key, you will be required to get one. Completion certificates are emailed to the email address in your unique key profile.
IMPORTANT: The registration deadline is one business day before the day of training. Also, registration is non-transferable from original registrant to another attendee.

New webpage, subscription list created for Minnesota’s 1115 Reentry Demonstration
A new initiative will enable people who are incarcerated to access Medicaid for behavioral health services in the months leading up to, and after, their release. A new webpage detailing this initiative, including information on eligibility, the services covered, and timeline for launch, is now available.
In 2023, the Centers for Medicare & Medicaid Services (CMS) developed new guidance that allows for states to provide reimbursement for certain Medicaid-covered behavioral health services, as well as medical care for chronic health conditions, for up to 90 days before release for people who are incarcerated. This initiative is called the 1115 Reentry Services Demonstration.
The Minnesota Department of Human Services is in the process of seeking CMS approval to participate in this demonstration. The first phase will involve three state prisons, four county jails, and one Tribal detention center. The Department of Human Services is working closely with the Minnesota Department of Corrections to implement and administer this new initiative, ensuring sites are prepared to deliver these health services.
The initiative’s primary goals are to reduce overdose deaths, improve public safety, and increase the continued use of needed behavioral health services post-release. Providing care before release addresses an unmet clinical need and potentially reduces preventable deaths, while substantially lowering short-term re-arrest and re-incarceration risks. By providing continuity of behavioral health care, this initiative will increase the chance of stable housing, employment, and social support after release — factors that improve public safety and long-term outcomes for communities.
While eligibility will be limited during the first phase of the initiative, Minnesota plans to expand the initiative statewide following a thorough evaluation.
In the months and years to come, the State of Minnesota will provide regular updates about the status of this initiative, like the announcement of sites selected for the first phase, updates and timelines for the federal application, legislative and policy matters, implementation plan updates, demonstration site updates, and updates about benefits.
