Women’s Recovery Services seeks qualified responders to provide SUD services to pregnant and parenting women

The Minnesota Department of Human Services, through its Behavioral Health Administration, has issued a request for proposals (RFP) seeking qualified responders to provide substance use disorders (SUD) services to pregnant and parenting women (PPW) and their dependent children. Funded agencies will implement strategies to decrease the differences that exist in access, service use and outcomes experienced by specific PPW communities and should ensure the development and provision of effective, efficient and recovery-oriented care. The funds should also address the unique needs of PPW.

There is $4.3 million available annually for qualified responders. We anticipate awarding 10-12 qualified agencies.

  • Qualified responders include counties, tribes, mental health service providers, hospitals or community partnerships throughout Minnesota
  • A copy of the RFP is available on DHS’ Open Grants and RFPs website
  • Proposals must be submitted by 4 p.m. Central Time on April 8, 2026
  • A virtual Responders’ Conference will be held on March 24, 2026, 11 a.m. - 12:30 p.m. Central Time. The conference will serve as an opportunity for Responders to ask specific questions of staff concerning the project.
