This year, nonprofits are navigating a shifting federal legal landscape marked by increased scrutiny, evolving compliance requirements, and executive actions that impact funding, operations, and advocacy work. Recent federal priorities — such as heightened enforcement of fraud prevention, changes to tax-exempt regulations, and restrictions on certain forms of political engagement—pose challenges to organizations, particularly those whose missions intersect with contested policy areas. Additionally, nonprofits receiving federal funds face greater oversight, requiring stronger internal controls and transparent reporting practices.

To respond to the emergent legal needs of Minnesota nonprofits and reduce the high-cost barrier of legal support, MCN and LegalCORPS are partnering to launch a free Nonprofit Legal Services Initiative, featuring the following resources:

Construction Training and Job Placement

Free training and job placement for qualified individuals

The Minnesota Department of Transportation (MnDOT) and the Minnesota Department of Employment and Economic Development (DEED) are offering highway construction cement mason training at NO COST to qualified individuals.

The training program is offered to prepare qualified candidates for employment in MnDOT-associated highway construction projects.

Training dates: April 13 – May 22, 2026

Program assistance may also include help with purchasing basic tools and work clothing, and cover specific expenses associated with finding and keeping a job. 

Individuals interested in the program must complete and submit a preapplication. A downloadable and fillable preapplication and more information about the program can be found on this page on CareerForce.MN.gov or by contacting sylvia.garcia@state.mn.us

Know Your Rights with ICE

On January 31, 2025, U.S. Immigration and Customs Enforcement (ICE) issued a memo stating that previously off-limits sensitive locations, like houses of worship and public demonstrations and marches, were no longer protected from immigration enforcement arrests. Many organizations are concerned by the announcement and are unsure what rights and responsibilities they may have if ICE arrives at these places. The Attorney General’s Office provides this FAQ for informational purposes so that Minnesota organizations—like hospitals, shelters, and houses of worship—can continue to provide safe and welcoming environments for everyone they serve. This Office previously issued guidance regarding ICE’s presence in schools. This FAQ is not legal advice and organizations should consult with their own attorney if they have specific legal questions about their rights and obligations.

Survey seeks staff feedback on tobacco/nicotine and cannabis use in mental health services

Staff who provide or supervise mental health (MH) services across Minnesota are invited to participate in a brief survey designed to identify the strengths and barriers to addressing tobacco/nicotine and cannabis use. This survey will be available until Feb. 27, 2026, at 5 p.m.

Purpose: The survey seeks to understand MH staff attitudes, prior training, existing services and organizational policies related to tobacco/nicotine and cannabis use disorders. Your input is important and will help inform future Department of Human Services (DHS) policies and training opportunities. 

Who Should Participate: Staff who provide or supervise mental health services within Minnesota and their managers or program administrators.

Estimated Time: The survey will take up to 10 minutes to complete. You may skip questions or pause and resume the survey later.

Confidentiality: Your responses will be kept confidential. We will not collect any personal identifying information. Survey data will be used to inform policies and programs through DHS’ Behavioral Health Administration, Minnesota Department of Health and American Lung Association’s Lung Mind Alliance of Minnesota. Summarized non-identifiable data may be published by these agencies.

Join the next Monthly Substance Use Disorder Community of Practice Meeting

The Minnesota Department of Human Services’ (DHS) Substance Use Disorder (SUD) Unit invites you to the monthly SUD Community of Practice.

Join us on Feb. 18, 2026, to hear from the Office of Addiction and Recovery (OAR). They will present on the recently published “Interagency State Substance Use Plan Report.” This is an opportunity to ask questions, engage with participants and provide feedback.

We welcome and encourage new participants to join the conversation:

  • Individuals with lived SUD experience and family members 
  • SUD/MH providers and recovery community organizations 
  • Researchers and academic partners 
  • County and tribal partners 
  • Managed care organizations 
  • State agency partners
