Disability services in Minnesota are at a crossroads. Disruptions tied to fraud investigations are creating uncertainty for many people with disabilities and their families, sometimes resulting in service gaps for people who have done nothing wrong.
The Minnesota Council on Disability (MCD) will host "Let’s Talk About Disability Services in Minnesota," a virtual statewide discussion bringing together Minnesotans with disabilities, caregivers, state agency leaders, county representatives, and legislators to explore how the state can protect public dollars without interrupting essential services.

The Pride Program is now part of Foundations Minnesota, a new entity designed to strengthen mental and behavioral health services, expand programming, and ensure long-term sustainability. This transition allows us to better meet the needs of our communities while also preserving the Pride Program’s LGBTQ+ specialty outpatient track.
What does this mean for our patients and partners?
· Our Minneapolis outpatient location will continue offering the Pride Program’s LGBTQ+ specialty track.
· In Eden Prairie, we are starting outpatient services to include anyone 18+ who needs substance use disorder (SUD) or co-occurring mental health support.
· Looking ahead, Primary Mental Health services will be added in 2026 to meet growing needs.
This transition reflects our commitment to inclusive, high-quality care and positions us to serve more individuals with comprehensive behavioral health solutions.
Foundations Minnesota is seeking a treatment focused and client-centered Licensed Alcohol & Drug Counselor to join our multidisciplinary treatement team within MN 245G and CARF standards. This position will provide on-going assessments, treatment planning, progress reviews, continuing care planning, and individual/group counseling sessions involving recovery education. This is a salaried, full-time, benefits-eligible position at our Eden Prairie Outpatient Treatment Center, with a daytime schedule Monday through Friday.
Foundations Minnesota offers eligible employees a generous paid time off policy, health, dental, vision, life and other supplemental policies, as well as a 401k match and a stock purchase program from our parent company Universal Health Services (UHS).
Qualified candidates will have an active, unrestricted license (LADC) awarded by the MN BBHT; have 1-2 years’ experience in the chemical dependency field and 12 contact hours of co-occurring disorders training; and have insight regarding the unique challenges faced by our clients. They must be able to pass/clear the MN DHS Background Study and must be free of problematic substance use for at least the two years immediately preceding their hiring.

DHS issues request for proposals (RFP) seeking grantees to assist in navigating Culturally Specific Substance Use and Recovery Programs
The Minnesota Department of Human Services (DHS), through its Behavioral Health Administration (BHA), is seeking proposals from qualified responders for technical assistance navigating culturally specific and responsive substance use disorder (SUD) and recovery programs. Proposals are due by 4 p.m. on Thursday, March 12, 2026.
DHS has identified three categories of activities that meet this goal:

Licensure, Minnesota Health Care Program enrollment and MA Rate Enhancement: The purpose of this category is to support culturally specific or culturally responsive SUD programs in developing long-term sustainability through obtaining licensure, enrolling in Minnesota Health Care Programs (MHCP) or applying for the Medical Assistance (MA) Rate Enhancement as a Culturally Specific or Culturally Responsive Program.

Grant writing and management: The purpose of this category is to increase the knowledge, skills and capacity of culturally specific or culturally responsive programs to apply for, receive and successfully manage grant funding from BHA.

Technical assistance and training: The purpose of this category is to provide an opportunity for culturally specific or culturally responsive SUD programs to support each other in a consulting or training capacity.
Responders must meet the definition of a culturally specific or culturally responsive SUD treatment service program as defined in Minnesota Statutes, section 254B.01, subdivision 4a. Culturally specific or culturally responsive SUD treatment services programs are those that:
- Are designed to address the unique needs of individuals who share a common language, racial, ethnic or social background
- Are governed with significant input from individuals of that specific background
- Employ individuals to provide treatment services, at least 50% of whom are members of the specific community being served
The term of any resulting contract is anticipated to be for 12 months, from July 1, 2026, until June 30, 2027. DHS has $4,000,000 allocated to this initiative and intends to award up to 15 grants.

The Minnesota Department of Human Services’ (DHS) Behavioral Health Administration’s Substance Use Disorder (SUD) unit will hold the next Community of Practice (CoP) meeting on Jan. 21, 2026. Participants will review and refine a map of Minnesota’s SUD ecosystem; identify which decisions they can influence in their own roles as well as who to engage when decisions sit elsewhere and hear from panelists sharing needs and experiences from diverse perspectives.
New faces are welcome and encouraged to attend.
Why it matters
The CoP is a venue to build relationships, share what’s working, troubleshoot challenges and elevate community voices to inform SUD practice and policy across Minnesota.
