Approximately 600,000 or more individuals are released from U.S. prisons each year, but they routinely have an exceedingly hard time securing jobs. What is the full-throated, albeit prudent and safe, economic case for second chance hiring? How can we be more responsibly faithful to our highest ideals as a good, forgiving, and generous nation?
Mitch will be joined by a panel of formerly incarcerated individuals who will share the challenges they faced upon re-entry to society. The first 100 registrations include a copy of Second Chance Hiring (one book per household, please). Everyone deserves a second chance!

Mini-grant offered to attend Families Moving Forward (FMF) Foundations Specialist and Supervisor Training The Department of Human Services is sharing a Mini-grant posting for a grantee to attend free, virtual Families Moving Forward (FMF) Foundations Specialist and Supervisor Training. FMF is a family intervention designed to support families raising children with fetal alcohol spectrum disorder (FASD) in children ages three to 13.The grant will be used to cover the cost of time for responders’ clinical supervisor and clinicians to attend the identified trainings. After completing the trainings, it is the expectation the responder will develop and sustain the infrastructure to use the FMF model with children ages three to 13. Community Stabilization: Distressed Multifamily Rental Building Program Minnesota Housing is now accepting applications for the Community Stabilization: Distressed Multifamily Rental Building Program. Applications are due by noon Central Time on Wednesday, November 19, 2025. The Community Stabilization Program was established pursuant to Minnesota Laws 2023, chapter 37, article 1, section 2, subdivision 29 and Minnesota Laws 2023, chapter 37, article 2, section 6 as a one-time program to preserve Naturally Occurring Affordable Housing. Minnesota Laws 2024, chapter 127, article 14, section 11 and Minnesota Laws 2024, chapter 127, article 15, section 38 amended the appropriation for the Community Stabilization Program, specifying that $50,000,000 is to be used to provide loans or grants for the recapitalization of distressed buildings. Of this amount, up to $15,000,000 is for preservation or Recapitalization of housing that includes Supportive Housing. Community Stabilization: Distressed Multifamily Rental Building Program Guide (updated September 25, 2025) Minnesota Housing will not be able to provide any technical assistance to applicants on a 1-on-1 basis regarding their specific project. Applicants can pose questions during any of Minnesota Housing’s three Community Stabilization: Distressed Multifamily Rental Building Program RFP information sessions, or email distressedbldg.mhfa@state.mn.us. Property Owner Risk Mitigation Fund Program Minnesota Housing is now accepting applications for the Property Owner Risk Mitigation Fund Program. Applications are due by 4:30 p.m. Central Time on Friday, December 5, 2025. The Property Owner Risk Mitigation Fund (RMF) Program was established pursuant to Minnesota Laws 2023, chapter 37, article 1, section 2, subdivision 9(b). The RMF Program is intended to reduce risks to property owners in efforts to expand housing opportunities for households with barriers to accessing housing or those unable to obtain housing without additional funding coverage or guarantees in place. Grant Proceeds are used to create or expand risk mitigation programs to recruit and engage property owners, reimburse property owners for damages or other eligible costs, link property owners and renter households to tenancy support services, and establish other strategies to support property owners serving eligible households. Households served by property owners under this Program must be eligible under the Family Homeless Prevention and Assistance Program (FHPAP) guidelines outlined in the FHPAP Program Guide. While Grant Proceeds will be directed only to services, activities, and reimbursements for property owners, Grant outcomes will be tracked for both property owners and renters. Frequently Asked Questions (FAQs) from the RMF Program RFP Information Session, along with other questions, will be posted on or around October 30 and November 16, 2025. All final questions must be submitted by 4:30 p.m. Central Time on November 7, 2025, with the final FAQ posted on or around November 16, 2025. Minnesota Housing staff are not able to directly answer questions outside of the FAQ process and cannot provide assistance to applicants after this date.
