UPLIFT & UPHOLD: Mental Health, Addiction Recovery, and the Law
Join the Hazelden Betty Ford Graduate School and the Mitchell Hamline School of Law for a special symposium and networking event that will bring together law students and practicing attorneys, counseling students and behavioral health professionals, and members of the recovery community and public.

This one-of-a-kind multidisciplinary gathering—the only “Mobilize Recovery Campus Surge 2025” event to be held on a law school campus—is inspired by a simple concept: that to advance justice, empower recovery, confront stigma, reform systems and stay healthy ourselves, we are stronger together. The event will feature a distinguished, expert panel (stay tuned for who!) and a keynote from attorney, author and recovery advocate Brian Cuban of Dallas, remarks from Minnesota Attorney General Keith Ellison, followed by interactive breakouts and a social hour for multidisciplinary networking.

What’s HB101?
Housing Benefits 101 (HB101) is a DHS-sponsored website that offers up-to-date information, helpful tools, and connections to resources, all designed to help people explore housing options, plan for stable housing, and take steps toward their housing goals. For providers, HB101 makes it easier to guide clients, answer questions, and support informed decision-making.
Who’s invited?
Everyone in the Northeast region is welcome to join, including our partners in St. Louis County! Our target audience includes homeless program staff, Housing Support providers, mental health providers, substance use treatment providers, community members, and anyone curious to learn more about this great resource. DHS is seeking to provide Supportive Housing Services to Families Through the Family Supportive Housing Grant Program
DHS, through its Homelessness, Housing, and Support Services Division, is seeking to provide family supportive housing.
The term of any resulting contract is anticipated to be for eighteen (18) months, from January 1, 2026 until June 30, 2027. STATE may extend the contract up to a total of five (5) years.
Substance Use Disorder Community of Practice restarting in October
The Minnesota Department of Human Services’ (DHS) Behavioral Health Administration’s (BHA) substance use disorder (SUD) unit is pleased to announce that the SUD Community of Practice (CoP) will begin meeting monthly with a new format and approach.
The purposes of the SUD CoP are to improve treatment outcomes for individuals with substance use disorders and reduce disparities by using evidence-based and best practices through peer-to-peer and person-to-provider sharing. Lending your voice and experience to the SUD CoP provides an opportunity to identify real-world needs to help improve the outcomes for the people and communities you serve.
How to get involved:
- Share your input in this brief survey to help form the topics and subject matter of future CoP meetings.
- Join the first CoP meeting on Wednesday, October 22 from 11:30 a.m. – 1 p.m. RSVP to receive the calendar invitation and virtual meeting link.
- Express interest in CoP leadership opportunities by emailing sud.cop@sdkstrategicservices.com
Why it matters:
The CoP is a space to share what’s working, troubleshoot challenges and elevate community voices to inform practice and policy across Minnesota.
Who’s involved & call for engagement:
- Individuals who have used SUD treatment services, especially the voices and experiences of individuals who are Black, indigenous, people of color and people from other communities that are disproportionately impacted by substance use disorders
- Family members of individuals who have used SUD treatment services
- Researchers & members of the academic community who are SUD subject matter experts
- Representatives from Tribal nations or Tribal social services providers
- Peer recovery support professionals & representatives from Recovery Community Organizations (RCOs)
- Representatives from county social services agencies
- SUD and Mental Health treatment providers
- Representatives from managed care organizations
- Representatives from DHS, the Department of Corrections and the Department of Health
What’s new:
- Monthly virtual sessions beginning in October
- Quarterly hybrid meetings to give an opportunity to deepen connections in person
- A leadership committee to help shape topics, speakers and formats of monthly meetings
- An online community platform to sustain connection and continuously share resources among the SUD CoP members/participants
- Partnership with SDK Strategic Services to lead facilitation and member engagement

Minnesota DOC Releases Updated and Improved Friends and Family Handbook
St. Paul, MN: The Minnesota Department of Corrections (DOC) is proud to announce the release of the newly updated Friends and Family Handbook: Staying Connected and Staying Strong, a vital resource designed to support families and friends of individuals incarcerated in Minnesota’s state correctional facilities.
Funding provided by the Minnesota Legislature in 2023 created the Family Supports Unit in DOC to foster more meaningful connections between incarcerated individuals and their families, and the DOC partnered with the Wilder Foundation to reimagine and enhance the handbook. The result is a more accessible, user-friendly guide that reflects the real questions, concerns, and experiences of justice-impacted families.
The Wilder Foundation worked closely with individuals who have incarcerated loved ones to understand the barriers they face when navigating the system once their loved one is incarcerated. Their insights, combined with the expertise of DOC staff, led to a handbook that is clearer, more compassionate, and easier to navigate. The new edition is available in English, Somali, Hmong, and Spanish, ensuring broader access for Minnesota’s diverse communities.
“This handbook is more than just a guide—it’s a bridge between families and their loved ones,” said Kelly Mitchell, Assistant Commissioner of Community Services and Reentry. “We heard from families that they needed clearer information and more support. This new version delivers on that promise.”
The handbook includes practical information on staying in contact, visiting procedures, transportation options, facility rules, financial systems, and available programs. It also features a glossary of common DOC terms and a directory of facility locations.
“This project was deeply informed by the voices of those most affected,” said Julie Atella, a research manager with the Wilder Foundation. “We are honored to have partnered with the DOC to create a tool that helps families feel seen, supported, and empowered.”
Commissioner Paul Schnell added, “We are committed to strengthening family connections, which are essential to successful reentry and rehabilitation. This handbook is a reflection of that commitment and a step toward a more responsive and humane corrections system.”
