Local and Statewide Affordable Housing Aid: Case Studies

In 2023, the Minnesota Legislature approved the Local Affordable Housing Aid (LAHA) program, funded by a 0.25% Metro sales tax for use in the 7-county Twin Cities Metropolitan area, and a Statewide Affordable Housing Aid (SAHA) program funded through appropriations. Cities and counties have discretion to spend funds on a broad range of eligible affordable housing projects, including for emergency rental assistance.
Join us to hear from three counties and cities about how they have utilized LAHA and SAHA funds, what has worked and challenges confronted.

Everyone is welcome to attend the Virtual Training Resource Fair to learn about FREE training that will help you get a great job!
This event will feature some training opportunities in the Minneapolis/St. Paul, Minnesota metro area.
Each agency will give a short presentation about their organization and the training(s) they offer. After the presentation, you will have the opportunity to speak with someone from each agency to ask questions.

The housing crisis in Minnesota is having a profound impact on both employers and job seekers—reflecting challenges seen nationwide. For employers, the stigma surrounding individuals experiencing homelessness can lead to unconscious bias, influencing hiring decisions based on harmful stereotypes about reliability, work ethic, or capability. For job seekers, housing instability creates barriers that can make it difficult to secure and retain employment.
Join us for an important webinar this September as we explore how to better engage and support the unhoused workforce. Topics will include:

- Engaging with the unhoused workforce: why it matters.
- How can employers recognize and overcome hidden biases toward this talent pool?

Public notice of Mental Health and Substance Use Disorder Federal Block Grant application and plan
The Behavioral Health Administration (BHA) has submitted the federal fiscal year 2026-2027 Community Mental Health Services Block Grant (MHBG) and Substance Use Prevention, Treatment and Recovery Services Block Grant (SUPTRS BG) application and plan to the Substance Abuse and Mental Health Services Administration (SAMHSA). The application and plan include an assessment of Minnesota’s behavioral health service system and proposed plans for how we will use the block grants and other resources to support and improve mental health and substance use disorder services in the coming years.
A previous e-memo was sent out by BHA asking for public comment on the portions of the application and plan that were available for review at the time. Now, the entire FFY 2026-2027 Block Grant application and plan is available for public comment electronically via the web-based Block Grant Application System (WebBGAS) by following these steps:

- Enter username: citizenmn
- Enter password: citizen
- Click on "View an Existing Application"
- Click on the “FY 2026-2027 Combined MHBG/SUPTRS BG Application/Behavioral Health Assessment and Plan"
- Click on “View Application”
- Click on any part of the application and plan you would like to review
Please provide any feedback about the plan for mental health and substance use disorder services. We will continue to consider this feedback and will update the plan on an ongoing basis.

Minnesota Corrections Association promotes education by providing a $1,000 scholarship for a current student in an accredited two-year or four-year college, university, or technical school.
This scholarship is for those students who are returning to their post-secondary education program in 2025 and must be a member of MCA or the child of a member. Distribution of funds will be made upon completion of the current college term and verification of completion will be required.
