Minnesota's Statewide Response to Human Trafficking and Exploitation- Lunch and Learn

This presentation will review state laws and definitions related to sex and labor trafficking. Presenters will provide an overview of our statewide response, focusing in on key resources and opportunities for collaboration. Presenters will also share national and local data to discuss prevalence and who is being impacted. Attendees will learn about traffickers and how they use grooming and control tactics to manipulate their victims, indicators of trafficking or exploitation, and considerations for prevention, identification, and response efforts

Greetings! As St. Louis County begins the process of opening the FY2026 CDBG grant cycle, we invite you to attend its open house meetings located in Mountain Iron, MN, and Proctor, MN. The agenda and content will be the same at both meetings and will include an overview of the fiscal year 2024's accomplishments, including the Community Development Block Grant (CDBG), HOME Investment Partnerships (HOME), and Emergency Solutions Grant (ESG) programs.
In FY2024, St. Louis County distributed $1.8 million in federal funds to communities and nonprofit organizations within St. Louis County, excluding the City of Duluth. FY2024 CDBG funds assisted communities in the areas of economic development, housing, public service, and public infrastructure/community facilities. Examples include but are not limited to Chisholm's Memorial Park project, which increased accessibility through playground equipment and pour-and-play slabs. Housing projects such as One Roof Community Housing, funded the rehabilitation of two homes in southern St. Louis County, and North St. Louis County Habitat for Humanity, assisted in the rehabilitation of two properties, one in Chisholm and one in Hibbing. Infrastructure projects included the communities of Hibbing, Aurora, Ely, and Tower. Twelve non-profit programs offering supportive services for low-income residents and those experiencing homelessness were also funded.

The Commissioner of Corrections is seeking applicants who work with or represent racial and ethnic groups that are overrepresented in the criminal justice system. The Panel work will result in a report due February 1, 2026 and focus on:

Speeding up admissions to state-operated treatment programs.

Recommending policy and legal changes to reduce delays and costs.

Improving access to mobile crisis services and intensive residential treatment.

Reviewing pilot programs in jails for mental health medication and support.

Studying local financial impacts of limited treatment capacity.

Tracking progress using data on wait times, team engagement, and system performance.

House of Hope, Inc. offers the following:
Intensive Outpatient Program
Located in Mankato, MN our non-residential intensive outpatient program consists of Day, Afternoon and Evening programs.
Clients begin with 10 hours of programming per week. This is reduced as clients progress through the program.
Average length of programming is 14-16 weeks, dependent upon client’s progress, completion of treatment plan goals and attendance.
Co-occurring Behavioral Health Group
House of Hope is excited to announce we have started a Co-Occurring Behavioral Health Group at our outpatient location!
This group is tailored to serve the needs of those who suffer from Substance Use Disorders and Mental Health Issues who need a longer length of service, individualized incremental treatment planning and more support related to mental health concerns.
The program structure is non-episodic and provides an extended care length of participation with variances in intensity based upon response to treatment and measurable improvements in the ability to function.
