The Minnesota Department of Human Services, through its Resettlement Programs Office (STATE), is seeking to Create Social Service Access Hubs for New Americans Across Minnesota. The goal is to establish a network of statewide service hubs that ensure access and support for new Americans to navigate available social services to meet basic needs, during their process of seeking or maintaining legal status and authorization for employment.
Services funded through this RFP will focus on new Americans who do not have access to federally funded benefits or social services, with a particular focus on areas of the state where existing services are unavailable, insufficient or inaccessible.

Your Path to Tuition-Free College Starts Here A college degree is within reach—tuition-free—through the North Star Promise Scholarship. This program offers eligible Minnesota residents a “last-dollar” scholarship, covering the full cost of tuition and fees remaining after other forms of financial aid (such as grants, scholarships, and waivers) have been applied.
In order to receive Minnesota State Grant funding for academic year 2025-2026, a student's FAFSA must be submitted by July 31, 2025.
Who’s Eligible? The program is open to new and returning undergraduate students. At Metro State, about 1 in 5 current students may qualify.
- Be a Minnesota resident
- Have a family Adjusted Gross Income (AGI) under $80,000 (approximately $100K–$110K in household income)
- Attend a Minnesota public college or Tribal college
- Be enrolled in at least one credit toward an undergraduate program
- Maintain Satisfactory Academic Progress (SAP)
- Not be in default on any student loans
- Not already have a bachelor’s degree
