The Minnesota Department of Human Services, through the Homelessness, Housing, & Support Services Administration is seeking proposals from qualified agencies to provide support for individuals with disabilities or disabling conditions to access housing utilizing the Housing Access Services Grant (HAS).
Public and private agencies are eligible to apply for the Housing Access Services Grant. More specifically, nonprofit/non-governmental agencies, for-profit agencies, municipal governments, and Tribal Nations are eligible to apply for up to $978,000. The term of any resulting contract is anticipated to be for two (2) years, from July 1, 2025 until June 30, 2027.
Eligible activities for the Housing Access Services Grant include:
- Staff costs associated with providing coordination including goals, wants, and needs regarding participants’ choice of housing. Which can include, but is not limited to:
- Finding suitable and affordable housing, which includes finding accessible housing based on the needs of the individual.
- Filling out applications for housing and rental agreements.
- Meeting with landlords, looking for housing, touring apartments.
- Paying for one time move in expenses such as application fee, movers, deposits, furnishings, and household goods

The deadline for submitting questions to be answered in the corresponding update:
- Questions submitted by 4:00 p.m. (CST) on Thursday, April 10, 2025, will be posted Tuesday, April 15, 2025.
- Questions submitted by 4:00 p.m. (CST) on Thursday, April 24, 2025, will be posted Tuesday, April 29, 2025.
Responders’ Conference:
A Responders’ Conference will be held virtually on Thursday, April 3, 2025, from 1:00 to 2:30 p.m. Central Standard Time (CST) through WebEx. Information about the Responders’ Conference, including information to join, can be found in the RFP.
Submission Deadline: Proposals submitted in response to this Request for Proposals (RFP) must be received no later than 4:00 p.m., Central Time, on Thursday, May 15, 2025 to Infrastructure.team.DHS@state.mn.us. Late proposals will not be considered.

The Minnesota Certification Board (MCB) is pleased to announce a new opportunity for scholarships for the Peer Recovery Specialist certification and the Alcohol Drug Counselor, through the Department of Human Services funded grant. The Peer Recovery Specialist scholarship as well as Alcohol Drug Counselor scholarships will be available beginning April 1, 2025. We are notifying interested candidates in advance that may be interested in certification as a CPRS and ADC at no cost, to promote workforce development for new candidates into the service areas in Minnesota. This scholarship is only available to ADC & CPRS applicants completing the IC&RC or Minnesota State Based peer recovery exam. We have a limited number of scholarships that will be awarded on a first come basis to those that meet all criteria and complete the CPRS and ADC application packet. The application is available on our website and the link is attached here.
