Family Support and Parenting Education Group
This program is offered by parent educators and prison doulas working in compassionate solidarity with justice involved families to create community, opportunities, and change. Program offers hygiene and basic needs support, and upon request during Peer Support, they also provide a nutritious meal and age appropriate, supervised play time for youth ages preschool and up. The Minnesota Department of Human Services (DHS) is pleased to announce updates regarding the 1115 Reentry Demonstration Waiver pilot site selection process.
MN statute requires the 1115 Reentry Demonstration Waiver be piloted in four adult correctional facilities that are to be identified in coordination with the Minnesota Sheriffs' Association (MSA) and the Association of Minnesota Counties (AMC). Preliminary meetings with MSA and AMC resulted in these agencies making a recommendation to DHS to select pilot sites through an open competitive request for proposal (RFP) process.
Selection Process:

Open Competitive Process: To ensure fairness and accommodate the high interest from county facilities currently engaged in reentry work, the selection of county jail pilot sites will follow DHS’ standard operating procedures for RFPs and include a facility readiness assessment. DHS contracted with a vendor to create an evaluation tool that is aligned with state and federal requirements for participating 1115 reentry demonstration facilities.

Readiness Assessment: The evaluation tool will incorporate a scoring rubric to be used in DHS’ RFP process. This rubric is intended to allow DHS to both score the proposals submitted by interested counties while also assessing the local correctional facilities’ needs for capacity-building grant funding as they prepare to implement reentry services.
Evaluation Criteria:
- In addition to the readiness assessment, pilot sites will be evaluated based on geographic location, the representation of diverse populations and the readiness to address the stigma associated with harm reduction and medication for opioid use disorder (MOUD).
- Additional criteria will be finalized with the Reentry Working Group.
Timeline:
- The competitive RFP, including the assessment tool and rubric, is tentatively scheduled for publication in May.
